Job Description

Duties

Duty 1: Implements and administers activities of the Advanced Program Office, ensuring that information, personnel, physical, industrial, operational, and communication security and classified Information System (IS) functional work areas comply with legal and regulatory requirements and meets customer needs.

Duty 2: Manages all SAP security functions for the unit. Establishes and assists other personnel in the development of security procedures.

Duty 3: Implements and administers the SAP Personnel Security Program for the organization. Establishes local procedures for processing requests for access to classified information for military, civilian, and contractor personnel assigned to the unit and supported organizations.

Duty 4: Implements and administers the Industrial Security Program for the unit. Reviews solicitation and contract documents to ensure they include the appropriate security clauses and language and Contract Security Classification Specifications (DD Form 254) for technical accuracy and sufficiency of classification guidance prior to approval.

Duty 5: Implements and administers the Physical Security Program for the unit. Implements organizational, National, DoD, IC, USAF, MAJCOM, and Defense Interagency Agency (DIA) policies and directives for the construction, protection, and operation of all SAP and SCI facilities for force protection and anti-terrorism.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems. Apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of a wide range of security program relationships and expertise in information, personnel, physical, computer and industrial security to effectively implement and administer the security program and/or coordinate with other specialized security programs associated with classified material.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of all security disciplines (Information, Industrial, Personnel, Physical, Communications) to effectively develop, implement, administer, manage, and evaluate collateral, SAP, and SCI security programs.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of SCI and SAP security principles, practices and policies related to information security protection.
4. Knowledge of required security training concepts, procedures, and practices to assist managers in establishing and operating internal security programs. Skill in developing written policies and procedures.
5. Ability to plan, organize, and direct the functions and staff of a medium sized organization.
6. Ability to communicate clearly, concisely, accurately and effectively, both orally and in writing.

Other Significant Facts:
1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meeting, or functions away from the duty office/location. Travel may include overnight stays.
2. Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI)
3. All work for this position is conducted in a SAP facility involving SAP information. At the time of hiring, the incumbent must hold at least a Secret security clearance in order to be considered eligible for access to SAPs.
4. This position requires the ability to perform physically arduous work such as possibly climbing onto false ceilings and crawling under false floors during the physical examination of secure facilities.
5. IAW SA-2020-25 This position requires a physical/medical examination. The physical/medical requirements of this position as determined are: The employee must meet requirements specified on the Optional Form 78, Certification of Medical Examination, which may include duties and an overseas or deployed location. This includes lifting and carrying (with assistance) objects in excess of 25 pounds, walking through rough terrain, and climbing ladders (when conducting physical inspections and security checks.
6. On occasion, the employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. The employee will be required to carry a phone.
7. The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
8. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air force Civilian Drug Deman Reduction Program. Employee must pass initial and periodic short notice drug testing. illegal drug use of employees in sensitive positions present s clear thereat toe the mission of the Air Force, national security, and public safety.
9. Department of Defense Security Fundamentals Professional Certification, Security Asset Protection Professional Certification, and Special Program Security Certification conferrals are required with two years of established employee EOD or initial assignment date to the position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without written approval or the AF Security Functional Authority (SAF/AA) or their deleted security career field representative.
10. This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved y proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meet criteria of an Emergency-Essential position and requires that the incumbent, or designated alternate, be removed from any military recall status. Employees must sign DD 2365as a condition of employment.
11. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
