Senior Procurement Specialist
Remote

Blu Omega is seeking a Senior Procurement Specialist to support a federal program focused on medical countermeasure development. This role operates within a fully remote environment and is responsible for supporting the full acquisition lifecycle for contracts related to public health and advanced R&D services. The position requires experience supporting federal contracting within a mission-driven environment.

Program Overview
Program: BARDA/ASPR supports Medical Countermeasure (MCM) development contracting initiatives focused on national preparedness against CBRN threats, pandemic influenza, and emerging infectious diseases.

Key Details
Location: Remote
Clearance: Must be able to obtain and maintain a Public Trust Tier 2 clearance and federal badge
Work Authorization: US Citizen required

Responsibilities:
  • Support pre-award activities including analyzing requirements, recommending contract types, establishing milestones, and developing procurement plans
  • Assist with development of acquisition plans, requests for quotes/proposals, and source selection plans
  • Analyze proposals and prepare award documentation
  • Provide contract administration, tracking, and monitoring of contract actions
  • Verify invoices for compliance and prepare modifications and closeout documents
  • Review invoices and provide recommendations to the Contracting Officer
  • Attend status meetings, report on contractual performance and issues
  • Collaborate with program managers, project officers, contractors, and technical SMEs to develop work statements and requirements documents

Required Qualifications:
  • Minimum 8 years of federal FAR-based contracting experience supporting the full acquisition lifecycle
  • Experience negotiating, awarding, and administering competitive and sole-source contracts
  • Experience with Fixed-Price, Cost-Reimbursement, Cost Sharing, and IDIQ contracts
  • Strong acquisition documentation, writing, and stakeholder communication skills
  • Bachelor's degree or higher in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management

Preferred Qualifications:
  • Prior federal experience as a FAR-based Contracting Officer or Contract Specialist (1102-13)
  • Experience with public health, advanced R&D services, consortia, and OTA contracting
  • Familiarity with SAM.gov, GSA eBuy, GWACs, and Federal Supply Schedules

Compensation
Salary Range: $95,000 - $135,000
Final compensation is based on technical skills, experience, education, certifications, and clearance.
