The Work

The Business Analyst will serve as a key liaison between business stakeholders, product owners, and the technical delivery team. This role is responsible for eliciting, analyzing, documenting, and validating business requirements, with a strong focus on Agile methodologies and legacy system modernization. The successful candidate will translate business needs into clear, actionable requirements, support product backlog management, and help ensure delivered solutions effectively meet organizational objectives.

Responsibilities

  • Requirements Elicitation & Documentation
    • Compile, develop, and complete comprehensive Business Requirements Documents (BRDs) and related artifacts for complex initiatives.
    • Use structured techniques (interviews, workshops, document analysis, etc.) to elicit and analyze business functions, processes, and requirements.
    • Create clear, concise, and testable requirements documentation suitable for both business and technical audiences.
  • Agile Business Analysis
    • Apply Agile methodologies (e.g., Scrum, Kanban) to analyze and document business functions and requirements throughout the product lifecycle.
    • Collaborate with Product Owners to build, refine, and support the management and prioritization of the product backlog.
    • Create well-structured user stories and acceptance criteria based on stakeholder requirements; capture technical requirements as needed.
  • Stakeholder Engagement
    • Consult with management, subject matter experts, and end users to identify, define, and document business functions, needs and objectives, operational procedures, pain points, and input/output requirements.
    • Facilitate working sessions, requirement workshops, and design discussions to drive alignment and decision-making.
  • Business-Technology Integration
    • Analyze the integration of business functions with existing and proposed technology solutions to ensure alignment with business objectives and constraints.
    • Perform and/or facilitate business and technical analysis in support of project design, development, and implementation activities for a team of application programmers.
    • Work closely with architects, developers, QA analysts, and other team members to clarify requirements and resolve issues throughout the development lifecycle.
  • Legacy Systems & Process Analysis
    • Identify, analyze, and document business processes embedded in legacy application and data systems.
    • Support efforts to translate legacy workflows and rules into modern, scalable, and user-centric solutions.
  • Team Collaboration & Agile Ceremonies
    • Actively participate in all required team meetings and Agile ceremonies, including daily stand-ups, sprint planning, backlog refinement, sprint reviews, and retrospectives.
    • Provide ongoing clarification of requirements, support sprint activities, and contribute to continuous improvement of team processes.

Qualifications

  • Minimum of three (3) years of experience as a Business Analyst, including hands-on work eliciting, analyzing, and documenting business functions, processes, and requirements for complex initiatives.
  • Bachelor's degree in Business Administration, Information Systems, Computer Science, or related field; or equivalent combination of education and relevant experience.
  • Minimum of two (2) years of experience working with Agile methodologies (Scrum, Kanban, etc.), including:
  • Writing and refining user stories and acceptance criteria.
  • Managing and maintaining a healthy, prioritized product backlog in collaboration with Product Owners and stakeholders.
  • Proven experience creating high-quality requirements documentation (e.g., BRDs, user stories, process flows, use cases) for complex projects involving multiple stakeholders and dependencies.

  • Must be self-motivated and able to work well independently as well as on a multi-functional team.
  • Ability to handle sensitive and confidential information appropriately.


Desired Qualifications:
    • Experience supporting government or public-sector modernization projects, particularly involving replacement of legacy regulatory or licensing systems used for permitting, compliance tracking, and/or financial/reporting functions.
    • Business Analysis certifications such as:
      • PMI Professional in Business Analysis (PMI-PBA)
      • Certified Business Analysis Professional (CBAP) or equivalent.
  • Experience supporting or performing quality assurance testing activities, including:
      • Developing test cases based on requirements.
      • Participating in system, integration, and/or user acceptance testing (UAT).
      • Validating that delivered functionality meets documented requirements.
  • Experience creating operating procedures, user guides, knowledge base articles, and/or training materials to support solution rollout and adoption.
  • Experience creating wireframes or mockups using tools such as Figma (or similar), and collaborating with UX/UI designers to refine user experiences and interfaces.
