Job Description
FWI is building a team to deliver professional and administrative support services for the Court Services and Offender Supervision Agency (CSOSA) in Washington, DC. As a Federal Financial Management Analyst, you will serve as the agency's subject matter expert on federal financial management and procurement systems - resolving complex system issues, managing enhancements with Federal Shared Service Providers, supporting federal procurement reporting requirements, and analyzing user requirements, all while ensuring CSOSA's financial systems operate accurately and efficiently.

Work Schedule and Location:
On-Site: This full-time on-site position will work Monday through Friday, 8am to 5pm in Washington, DC.
Responsibilities
- Serve as the day-to-day subject matter expert for CSOSA's financial management, program office, and procurement staff on federal financial management and procurement systems
- Identify, troubleshoot, and resolve complex financial and procurement system issues through analytical problem solving and creative ingenuity
- Manage financial management and procurement system enhancements in coordination with Federal Shared Service Providers (SSPs)
- Analyze and revalidate existing user requirements and define new requirements as agency needs evolve
- Support federal procurement reporting requirements including the Federal Procurement Data System - Next Generation (FPDS-NG) and the Data Act
- Research and reconcile agency procurement data to ensure consistency, accuracy, and completeness
- Support agency knowledge and understanding of the Federal G-Invoicing system
- Develop and maintain reports, interfaces, conversions, extensions, and workflows as needed
- Communicate effectively with financial management staff, program offices, procurement staff, vendors, and management to achieve desired outcomes
- Develop written reports and oral presentations that are clear, concise, and actionable
- Apply strong organizational and administrative skills to manage multiple priorities effectively
Qualifications
Required:
- Extensive experience in federal financial management and procurement systems, typically 7 or more years
- Significant hands-on experience with Oracle Federal Financials (OFF) or equivalent federal ERP financial management system, typically 3 or more years, including at least 1 year of day-to-day interaction with federal agency financial management, program office, or procurement staff to resolve system issues
- Knowledge of Federal Shared Service Providers (SSPs) and federal financial management and procurement systems and reporting
- Proven management experience with a successful track record managing financial management and procurement system enhancements in concert with SSPs and small agencies
- Strong analytical ability to identify and resolve complex system problems
- Experience analyzing user requirements to revalidate existing requirements and define new system requirements
- Proficiency in Microsoft Word and Excel
- Strong written and verbal communication skills
- Ability to obtain a Public Trust clearance
Desired:
- Direct hands-on experience with Oracle Federal Financials (OFF) strongly preferred
- Experience with the Interior Business Center (IBC) or similar Federal Shared Service Provider
- Experience with Federal Procurement Data System - Next Generation (FPDS-NG) and the Data Act
- Knowledge and understanding of the Federal G-Invoicing system
- Experience with reports, interfaces, conversions, extensions, and workflow (RICEW)
- Experience supporting small federal agencies through system transitions or enhancements
- Experience with federal financial management and procurement procedures and controls
- Knowledge of federal financial management reporting requirements
- Background in federal agencies using shared financial management services
