Key Responsibilities:

The Frequency Spectrum Manager serves on the SPACECENT staff as the principal subject matter expert (SME) for electromagnetic spectrum (EMS) operations, providing authoritative guidance, technical analysis, and governance to enable mission assurance, command and control, and joint warfighting effectiveness. The position is responsible for engineering and managing how SPACECENT accesses, employs, and protects spectrum dependent capabilities across multiple domains and classification environments.
This role directly enables SPACECENT Commander and Senior Staff decision advantage by ensuring assured access to the electromagnetic spectrum, reducing operational risk, and integrating EMS considerations into planning, execution, and coalition operations. The quality, accuracy, and responsiveness of spectrum management and technical analysis provided by this position directly influence freedom of action, operational resilience, and mission success across the CENTCOM Area of Responsibility.
Primary Roles and Responsibilities
• Serve as the principal electromagnetic spectrum SME, informing SPACECENT leadership and staff on spectrum access, allocation, utilization, protection, and operational risk.
• Develop, implement, and enforce spectrum management policies, procedures, guidance, and governance frameworks aligned with DoD, Space Force, and Combatant Command directives.
• Plan, coordinate, and manage spectrum access and frequency assignments for satellite communications, radios, radars, weapons systems, and other spectrum dependent systems.
• Obtain required spectrum certifications and frequency authorizations in accordance with NTIA, DoD, and international regulatory requirements.
• Coordinate with USCENTCOM Spectrum Management Office (SMO), Space Force Field Commands, Services, interagency partners, and host nations to secure and maintain spectrum access across the AOR.
• Monitor spectrum use and resolve electromagnetic interference (EMI) incidents involving military, federal, foreign, and commercial users, providing technical analysis and mitigation recommendations.
• Conduct advanced technical analysis of spectrum data, frequency assignments, and system performance to identify trends, vulnerabilities, and operational impacts.
• Provide decision quality assessments, reports, and briefings to SPACECENT senior leadership, translating technical data into operational risk, impacts, and recommended courses of action.
• Represent and advocate for SPACECENT interests in DoD, joint, interagency, and international spectrum management forums, ensuring mission requirements are understood and supported.
• Ensure compliance with all applicable policies and regulatory frameworks, including NTIA Manual (Pub 7), DAFI 17 220, AFI 91 208, ACP 190, DoDI 4650.01, and other governing directives.
• Oversee compliance with Hazards of Electromagnetic Radiation to Ordnance (HERO) certification and management requirements.
• Ensure proper authorization and execution of Electronic Attack (EA) and EMS operations in accordance with CJCSM 3212 series guidance.
• Verify that all systems obtain required spectrum supportability certification prior to acquisition or contractual commitment.
• Integrate EMS considerations into operational planning, exercises, and coalition activities to ensure effective and coordinated spectrum use.
• Utilize and manage spectrum tools and systems (e.g., Spectrum XXI, JSIRO, MIST, HNWSDO) to support planning, monitoring, and reporting activities.
• Collaborate with technical, operational, and intelligence staff to integrate EMS operations into the broader mission environment.

Work Environment:
  • Location: On-site, MacDill AFB, Tampa, FL
  • Travel Requirements: Minimal 0-20%

Qualifications:

Required:
  • Advanced knowledge of electromagnetic spectrum operations, spectrum management, and electromagnetic warfare (EW) principles.
  • Minimum of 8 years of experience in spectrum management operations, EMS capability development, or associated policy and governance.
  • Demonstrated expertise in identifying, analyzing, and resolving electromagnetic interference (EMI) across narrowband and wideband systems.
  • In depth understanding of applicable policy and regulatory frameworks, including NTIA guidance, DoD directives, and joint spectrum management doctrine.
  • Experience conducting technical and operational analysis of spectrum data and system performance.
  • Proficiency with spectrum management tools and systems (e.g., Spectrum XXI, JSIRO, MIST, HNWSDO).
  • Experience with satellite communications (SATCOM) and other spectrum dependent systems.
  • Ability to produce decision quality reports, briefings, and technical documentation for senior leaders.
  • Strong analytical and problem solving skills with the ability to assess operational risk and recommend actionable mitigation strategies.
  • Ability to operate independently and coordinate across multiple organizations in a high tempo, senior leader-facing headquarters environment.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
  • Active TS/SCI clearance required.

Desired:
  • Experience supporting a Combatant Command, Service Component, Joint Staff, or equivalent headquarters
  • Prior military experience in elctromagnetic warfare or spectrum operations
  • Experience operating within the CENTCOM Area of Responsibility
    Experience supporting coalition or multinational spectrum coordination efforts
  • Bachelor's degree in Electrical Engineering, Telecommunications, Information Systems, or a related technical field is preferred.

Basic Compensation:

The offered rate will be based on the selected candidate's knowledge, skills, abilities and/or experience and in consideration of internal parity.

Additional Compensation:

KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
