EMPLOYMENT NOTE
• Full-time position contingent upon contract award and customer approval. STi is actively identifying highly qualified candidates for proposal submission and rapid post-award onboarding.
• Period of Performance: 01 October 2026 – 30 September 2031
• Primary work location is on-site at the New Carrollton Federal Building, 5000 Ellin Road, Lanham, MD 20706.
• Standard business hours are generally 8:30 AM–5:00 PM ET, Monday–Friday, unless otherwise approved by the Government.
• No travel is currently anticipated for this role.

POSITION OVERVIEW
STi is seeking a Senior Program Manager – Cybersecurity Fraud Analytics to support the IRS Cybersecurity Fraud Analytics and Monitoring (CFAM) program. This role will serve as the senior operational manager and primary Government-facing interface for a high-visibility cybersecurity fraud analytics mission focused on protecting IRS online applications, taxpayer data, and tax revenue.

The ideal candidate has led complex Federal programs involving cybersecurity operations, fraud analytics, data analytics, incident coordination, IT modernization, digital identity, or sensitive-data mission support. This role is especially suited for a senior program leader who can manage multidisciplinary technical teams, maintain disciplined contract execution, coordinate across Government stakeholders, and translate complex analytics activity into concise executive-level reporting.

This position maps to the Fellow/Senior Manager key personnel labor category and requires the ability to lead day-to-day operations, strategic direction, staffing, onboarding, deliverables, metrics, risk management, governance documentation, and customer engagement.

PRIMARY DUTIES AND RESPONSIBILITIES
Responsibilities include:
• Serve as the senior operational manager and primary Government-facing program interface for IRS CFAM support services.
• Lead transition-in activities, orientation briefing preparation, staffing readiness, security onboarding tracking, access dependency management, and full-performance ramp-up.
• Manage program execution across predictive analytics, forensic analytics, fraud detection, incident coordination, platform advisory, data architecture, and stakeholder-support activities.
• Develop and maintain the integrated action register, staffing plan, schedule, risk register, issue log, communications rhythm, labor visibility, and personnel coordination process.
• Oversee preparation, quality control, and timely submission of required reports and deliverables, including monthly and quarterly status reports, executive summaries, white papers, briefings, impact statements, and ad hoc leadership responses.
• Coordinate across IRS Cybersecurity, business units, application owners, SADI/CSP stakeholders, incident coordination participants, and technical subject matter experts to maintain schedule, scope, and quality control.
• Manage workload fluctuations and overlapping priorities, including incident response needs, model enhancements, platform advisory work, reporting requests, and urgent executive-level tasking.
• Establish performance management routines aligned to quality control expectations, deliverable acceptance criteria, corrective action handling, and Government review/comment cycles.
• Support prevention, detection, and response objectives through disciplined oversight of fraud analytics reports, suspicious activity analysis, mitigation recommendations, and stakeholder communications.
• Plan continuity, surge integration, knowledge transfer, transition-out support, and cross-training so program performance is not dependent on a single individual.
• Ensure work products conform to applicable IRS standards, guidelines, security, disclosure, and data protection requirements.

MINIMUM QUALIFICATIONS
• Bachelor’s degree in cybersecurity, information technology, data analytics, computer science, engineering, business, public administration, or a related field; equivalent demonstrated experience may be considered. Master’s degree preferred.
• 15–17+ years of relevant experience in Federal program management, cybersecurity operations, fraud analytics program delivery, IT modernization, data analytics operations, digital identity, incident coordination, or large-scale mission support.
• Demonstrated success managing multidisciplinary teams in a large, complex organization with overlapping operational, technical, reporting, security, and stakeholder coordination requirements.
• Experience leading day-to-day operations, strategic direction, staffing, onboarding, deliverables, metrics, risk management, governance documentation, and customer interface responsibilities.
• Experience supporting Federal contracts or task orders involving cybersecurity, data analytics, fraud detection, IT operations, incident coordination, digital services, identity management, or sensitive-data environments.
• Strong command of program management disciplines, including transition planning, schedule control, risk management, staffing, cost/labor tracking, performance reporting, quality gates, corrective action management, and stakeholder communications.
• Experience working with CORs, Contracting Officers, Government program managers, executive stakeholders, subcontractors, and technical SMEs in performance-based service environments.
• Ability to translate technical analytics activity into concise, decision-ready status, risk, budget, schedule, and executive communication products.
• Familiarity with FISMA, NIST, Treasury/IRS security expectations, staff-like access, role-based training, data protection, records control, and incident reporting processes.
• Ability to work primarily on-site in Lanham, MD and manage performance against tight recurring and ad hoc deadlines.
• Ability to successfully complete U.S. Federal Government background investigation, fingerprinting, and IRS staff-like access requirements.

PREFERRED QUALIFICATIONS
• PMP, PgMP, PMI-ACP, ITIL, CISSP, CISM, CRISC, Security+, Lean Six Sigma, Agile/Scrum, or related program/cybersecurity certifications.
• Prior IRS, Treasury, DHS, DoD, financial services, intelligence community, or law enforcement mission support experience.
• Experience managing fraud analytics, cyber analytics, Security Operations Center, Watch Operations, or incident coordination teams.
• Experience with hybrid Fixed Price / Labor Hour contracts, OASIS or OASIS+ task orders, QASP/QCP execution, CPARS-relevant performance management, and Federal deliverable acceptance processes.
• Experience leading teams that handle PII, FTI, SBU, sensitive logs, cyber incidents, digital identity data, or mission-critical operational analytics.
• Experience supporting analytics programs involving SADI, credential service providers, online applications, identity proofing, authentication/authorization, or application-layer fraud detection.

WORK ENVIRONMENT
• Primary place of performance is the New Carrollton Federal Building in Lanham, MD.
• Work supports a high-visibility IRS cybersecurity fraud analytics mission environment.
• The role requires close coordination with Government leadership, cybersecurity stakeholders, application owners, technical teams, and business units.
• Work is primarily performed on-site during standard business hours, with potential need to coordinate urgent deliverables, incident-related support, or executive responses when required.
• No travel is currently anticipated.
