Job Description
Duties
Assists in developing and staffing new policies affecting AFSVC/FSS programs and is primarily responsible for monitoring related existing policy instructions, notices, and laws. Monitors and maintains a policy and if required, a reference library which may include, but not limited to, Air Force or DoD directives, AFSVC policy directives, etc.; and electronic versions of all Morale, Welfare, and Recreation (MWR); and Child and Youth (CY) Program policy instructions and guidebooks along with their associated references. Monitors, as required, policy and procedures utilized by other military services. Reviews policy instructions, notices, and guidebooks for uniformity of information and procedures to help ensure consistency and propose necessary changes to program managers. Manages the administrative processes required to staff changes to instructions, notices, etc. Performs duties on an ad hoc basis where needed while accomplishing a wide variety of assignments concerning the effectiveness and efficiencies of AFSVC/FSS programs and operations. Provides program assistance and consultation services for a wide variety of programs with complex interrelated issues while analyzing requests for policy waivers and drafts response proposals. Analyzes requests for policy waivers and drafts response proposals. Works with management to develop funding guidance for subordinate activities in fiscal planning and identifies actual or potential problem areas of interrupting policies, in program management, cash handling, and identifying budgeting shortfalls. Assists in the research and preparation of briefs, speeches, and position papers for presentations. When required performs on-site senior FSS leadership responsibilities in support of FSS/MSG direction. Develops policy-based program standards and metrics and performs analysis to determine the effectiveness of program delivery and makes recommendations to adjust policy or resources to provide optimal AFSVC/FSS programs consistent with available funding. Assists with programming, analysis, and control of funds for both non-appropriated fund (NAF) and APF. Identifies actual or potential problem areas as needed.Performs other duties as required.

Qualifying Experience:
Experience analyzing a wide range of AFSVC programs, non-appropriated fund (NAF) and APF. Working with management in developing funding guidance for subordinate activities in fiscal planning. Experience identifying problem areas of interrupting policies, program management, cash handling, and budgeting shortfalls. Experience gathering, interpreting, analyzing, and correlating large amounts of narrative and statistical information to analyze the organizational structure and AFSVC mission, including organizational relationships and structures for execution. Experience developing policy-based program standards and metrics to determine the effectiveness of program delivery, make recommendations to adjust policy or resources. Experience interpreting complex instructions, directives, and correspondence and apply them to specific situations. Experience developing concise, comprehensive presentations on programmatic issues/policy matters.
