Job Description

Duties

DUTY 1: Directs the development and documentation of operational concepts and strategies for assigned programs/projects such as cyber intrusion damage assessments and triage analysis of very complex data sets related to cyber intrusions.

DUTY 2: As a recognized cyber/electronics engineering expert provides technical guidance, advisory support, and lead and assistance on projects and/or major phases for broad and varied operations.

DUTY 3: Lead technical representative to Air Staff personnel in the areas of programming, budgeting, and execution of AF-level cyber programs. Represents HQ USAF on Office of the Secretary of Defense (OSD) level command boards, panels, and committees dealing with resource plans, programming and budget allocation actions of scientific and engineering efforts.

DUTY 4: Oversees, leads and directs preparation then reviews/approves full spectrum contracting documents and leads activities such as Acquisition Strategy Plans, Market Research, Requirements Approval Documentation, Statements of Work (SOWs), Statements of Need (SONs), and Technical Assistance Guides (T AGs), as well as Source Selection Evaluations.

DUTY 5: Directs and/or participates as a subject matter expert in Technical Review Boards, various advisory committees, conducted to review technology requirements, procedures, findings and results of major taskings and projects.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific positions.

POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. Individual Occupational Requirements (IOR)

Basic Requirements: 0855 ELECTRONICS ENGINEER

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge and understanding of the Department of Defense Planning, Programming and Budgeting System (PPBS) and Federal budget process, including knowledge of congressional budget process; and thorough and detailed understanding of Air Force, DoD and Office of Management & Budget (0MB) policies, directives, and regulations in order to effectively develop and defend multi-year financial programs. Knowledge of Contracting Officer's Technical Representative (COTR) responsibilities with strong Project Management skills to include demonstrated experience in the best practices technology and end-item deliverables development for space systems acquisition to enable the candidate to oversee and evaluate all aspects of the system being acquired. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Extensive knowledge of the theories, concepts, principles, practices, standards, methods, techniques, and materials of professional electronics engineering, and knowledge of other engineering disciplines to effectively apply advanced engineering principles and concepts to new applications, experimental theories, and other areas of responsibility as applied in both the Federal Government and private industry.
  • Extensive knowledge of advanced analytical principles, concepts, and methods to produce detailed analysis of complex information attained from multiple, diverse sources across multiple engineering disciplines; expert skill in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems; and skill and ability to oversee the execution of cyberspace policies, missions, and functions.
  • Expert knowledge and experience with the national intelligence community, Joint, DoD Structure, law enforcement organizations, applicable policies and directives, mission functions/operations and oversight on the scope of cyber theft of critical AF information occurring on DoD or trusted partner networks.
  • Expert knowledge of Defensive Cyber Operations (DCO), Offensive Cyberspace Operations (OCO) effects, cyberspace attack, cyberspace defense, cyberspace intelligence, surveillance and reconnaissance(ISR), Information Assurance (IA) and Mission Assurance (MA), Communications Security (COMSEC), Computer Security (COMPUSEC), Emanations Security (EMSEC), and Operations Security (OPSEC), computer systems, digital communications systems, network protocols, computer architectures, cyber weapons, cyber security testing, integration, tactics, and techniques is required.
  • Expert ability in establishing organizational priorities and strategic direction, determining resource allocation, and identifying programs or infrastructures that are required to achieve goals within a domain of interest; and expert ability to effectively organize and analyze information; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for a position.
  • Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology and in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems; and ability to develop innovative approaches and technical analysis processes to tackle emerging intelligence problems by applying skills gained through professional experience working within the defensive and offensive cyber fields. High level of skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing; and ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or defend a position effectively.

    CONDITIONS OF EMPLOYMENT CONTINUED:
    • Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
    • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
    • Must have a professional engineering degree at the bachelor's level from an ABET-accredited institution in Electronics Engineering or a closely related engineering discipline is highly desired. A master's degree in a related field is highly desired.
    • AF cyber weapon system experience is highly desired and Joint information environment (JIE) or Joint Regional Security stack (JRSS) experience is highly desired.
    • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
    • This position is Acquisition Category Engineering Level III and incumbent must meet appropriate certification requirements IA W the Defense Acquisition Workforce Act (DA WIA) no later than 24 months after accepting this position.
    • Financial Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
    • Key: This is a key position. Incumbents must be removed from any military recall status if alternatives for filling the position during an emergency are not available.
