Job Description

Duties

As a Administrative Officer at the GS-0341-12 some of your typical work assignments may include:
  • Administrative Services Management: Plans and executes the utilization of office space and manages administrative resources, including property, records, and forms, to support organizational needs.
  • Program and Process Improvement: Develops and analyzes workflow diagrams to identify areas for process improvement within the government purchase card program and other administrative functions, providing recommendations to leadership.
  • Policy and Procedure Development: Develops, coordinates, and implements internal purchasing policies, new local procedures for the government purchase card program, and corrective measures based on trend analysis.
  • Budget and Financial Oversight: Develops and manages annual budget estimates for government purchases, shipping and travel maintains expenditure records to prevent over-obligation.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the 11 grade level in the Federal service:
  • Ability to perform detailed analyses to resolve complex administrative issues and problems related to government purchase card programs, or other support functions, systems, and day-to-day operations.
  • Experience with purchasing regulations, methods, and procedures for making purchases with specialized or complex requirements.
  • Experience in budgeting procedures, including preparing annual budget estimates, creating monthly expenditure reports, and maintaining budget status records to prevent over-obligation.
  • Knowledge of contract administration to monitor and evaluate contractor performance against contractual requirements, identify and resolve discrepancies, and ensure quality control of provided products and services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
