Specialized Experience: One year of specialized experience which includes analyzing healthcare processes to identify systemic problems to improve health service delivery systems; develop internal policies, methods and procedures for carrying out mission functions based on guidance and directives from local and higher headquarters; and advising senior leaders regarding healthcare facility operations and/or optimization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Additional information
- Provide professional administrative support and expertise to administrators within the Defense Health Network to increase the efficiency, productivity, and quality of care of clinical operations.
- Develop, establish, and monitor business initiatives and strategic business plans.
- Plan, implement, and evaluate the policies, procedures, and systems to monitor utilization of healthcare services and clinics/departments that are mutually beneficial and cost effective for the beneficiary and the government.
- Provide technical advice and assistance to clinical and administrative department chiefs on all health program functions within their departments.
- Initiate changes in policies, procedures, and protocols to improve beneficiary access to care, reduce administrative burdens for DoD healthcare beneficiaries, and optimize cost-effectiveness of healthcare delivery.
- Recommend strategies to improve beneficiary access to care, reduce administrative redundancies, or optimize cost-effectiveness of health care delivery.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Tier 3 Position (Secret): Position requires the incumbent to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
