Northrop Grumman Mission Systems (NGMS), Navigation, Intelligence and Connectivity Solutions Division (NICD) is seeking a Manager Project Management 1 with primary responsibilities for International Programs, Projects and Pursuits. This position will support Communication and Networking Solutions (CNS) Business Unit (BU) for Northrop Grumman's proprietary efforts. Work location may be onsite in either our San Diego or Azusa, CA locations.

What You'll Get TO Do:

In this role you will be working closely with Program Managers, technical teams, business development and other supporting functions. You will be responsible for execution of the international scope of multi-million dollar defense programs, continuous improvement projects, and process management.

In addition to driving results on existing programs, you will be responsible for ensuring alignment of upcoming international orders to business objectives and managing delivery of these products through both Northrop Grumman corporate processes and U.S. Government export policies.

Project management responsibilities will extend to working across multiple functions. This includes supporting business development and capture teams to ensure that our products are designed with exportability in mind and that our timelines for obtaining appropriate Government licensing approvals are consistent with expected end customer needs and award timelines. Additionally, the international project manager will work closely with business management and program operations to ensure that financial outcomes are predictable and that internal investments have the highest likelihood of yielding an exportable capability. U.S. Government interactions will be regular and critical to the success of the business so preparedness for executive level internal briefings and support to key customer relationships will be paramount to the success of this role.

Core Responsibilities include the following:
  • Own project execution of existing international programs within schedule
  • Accountable for tracking international follow-on business, pursuits and expansion into new countries and regions of existing products within the Operating Unit
  • Retain authority for setting international compliance priorities for the segment of the business that you report to
  • Create integrated marketing campaigns based on market segments to gain new customers and build repeat business; domestic and international
  • Develop and maintain a list of key pursuits for the business - assess product readiness, review engagement plans and track the status of awards with a focus on resourcing
  • Understand the customer marketplace, stakeholder customer organizations and budgets to identify global market entry points and opportunities for expansion
  • Support internal business meetings (Program Management Reviews, etc)
  • Champion and lead trade compliance processes from the business segment and Continuous Improvement activities to resolve problems and improve efficiency.
  • Perform risk and opportunity management functions for exportable product delivery scope in concert with the overall program effort.


Basic Qualifications:
  • Bachelor's degree with minimum 5 years of relevant experience, or Master's degree with 3 years of relevant experience supporting project or program management activities.
  • Demonstrated experience supporting international project/program management activities, including coordination of global customers, suppliers, or stakeholders.
  • Demonstrated experience with development and processing of export or marketing licenses, including exposure to ITAR, EAR, or related internal compliance requirements.
  • Demonstrated experience supporting proposal development and/or capture activities, including participation in at least one proposal lifecycle effort (e.g. requirements review, schedule input, compliance review, cost input, or coordination activities).
  • Demonstrated proficiency with with MS Office products, including PowerPoint, Project, Excel, Word, used for program reporting, scheduling, tracking, or analysis.
  • U.S. citizenship required.
  • Active U.S. Government Secret clearance required to be considered.


Preferred Qualifications:
  • Active U.S. Government TS/SCI security clearance
  • Master's degree in Engineering, Management, or related technical discipline.
  • Experience training, or certification related to Export Administration Regulations (EAR) and/or International Traffic in Arms Regulations (ITAR).

Primary Level Salary Range: $110,000.00 - $165,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
