The Development Environment (DevEnv) IPT is responsible for architecting and administering the software development environment for the program, along with supporting and implementing software automation initiatives as part of 1LMX. Be it for the infrastructure itself or the software tools and processes that run on it, members of the team are always on the hunt for continuous improvement opportunities to exploit. The functional groups that report into the team include IT Engineering, Software Engineering, Systems Engineering, and Software Configuration Management. The selected candidate will take functional leadership over the IT Engineering group, as well as technical and cost/schedule leadership over their scope. The exact distribution of that scope will be established upon the candidate's selection, based on their engineering skillset and background.
THE WORK
In this role you will:
• Enable and manage the performance of talented, multi-disciplined engineering teams by setting and clearly communicating organizational vision, expectations, and objectives.
• Ensure the integrity of engineering activity through quantitative and qualitative management approaches and compliance with Command Media, using data-driven decisions.
• Actively monitor staffing demand and take action to maintain sufficient supply of skilled personnel.
• Promote continual identification and active management of team risks and opportunities.
• Champion continuous-improvement initiatives, especially those aligned with modernization and automation.
• Organize and facilitate personal and career development for team members, creating and executing training plans that build required skills.
• Partner with Human Resources to foster a "people first" culture and resolve personnel matters promptly.
• Foster a collaborative work environment that values diverse perspectives, encourages out-of-the-box thinking, and emphasizes big-picture focus.

Basic Qualifications:
- Bachelor's degree from an accredited college in a related discipline, or equivalent experience/combined education, with 9 years of professional experience; or 7 years of professional experience with a related Master's degree
- Security Clearance required Prior to Start: Interim
- Demonstrated leadership skills and behaviors that align with the Full Spectrum Leadership Imperatives
- Experience working collaboratively with Program Management, Finance, and Contracts organizations
- Experience working with Software Engineering processes and tools
- Knowledgeable in server hardware and administration
- Knowledgeable in virtualization technologies
- Understanding of Agile Product Development
- Understanding of DevSecOps - Gitlab CI/CD, Docker, and Ansible
- U.S Citizenship required.
Desired Skills:
- Previous leadership experience, including mentoring / coaching to support the technical and professional development of others
- Active Secret Clearance
- Experience as a Cost Account Manager (CAM) including resolving cost, schedule and technical challenges with cross functional teams
- Experience developing and managing a project budget and schedule, managing risks and opportunities, managing to metrics
- Understanding of program, functional, and process metrics including Earned Value Management (EVM)
- Working knowledge of Linux, and Windows operating systems
- Experience in Agile, or Atlassian tool suite
- Excellent verbal and written communication skills
- Experience leading a team through change
- Ability to build effective relationships
