Job Description

USGI is seeking a Requirements Coordinator in Stone Bay Camp Lejeune, North Carolina to provide analytical support for MARSOC's requirements generation process, Raider Capability Integration & Development System (RCIDS) and the appropriate depth of support working within the USSOCOM Special Operations Forces Capability Integration & Development System (SOFCIDS) process, Marine Corps and other DOD capabilities-related requirements processes. The contractor shall provide MARSOC with a staffing solution to support the development of requirements for emerging technologies and their planning and integration into existing projects and programs.

Position Specific Responsibilities:

  • Advise, document, staff, and advocate for MARSOC materiel and non-materiel capability requirements for coordination, validation, or endorsement.
  • Coordinate with USSOCOM and Marine Corps staff to ensure that MARSOC requirements and capability shortfalls are documented, coordinated, and advocated.
  • Monitor, engage, and support MARSOC Capability Development Working Groups; update working group schedules and make recommendations on RCIDS requirement binning.
  • Support execution year approval processes and MARSOC internal procurements, record results and catalog artifacts to provide insight and promote reuse/refinement.
  • Prepare, edit and review requirements-related studies, policies and directives relevant to MARSOC capability requirements.
  • Provide analytical support for the preparation of responses to USSOCOM, HQ Marine Corps and command requests for information on validated requirements and requirements-related activities.


Common Responsibilities:

  • Research and apply orders, directives, and policies applicable to capability development, acquisitions, and procurement in support of MARSOC objectives.


  • Provide training, guidance, and assistance to MARSOC personnel outside the G-8 in capability development efforts.
  • Provide technical expertise and operational perspective for new capabilities and integration efforts relevant to MARSOC objectives.
  • Provide support to technology scouting and test and evaluation activities.
  • Communicate with various program offices, program executive offices, product line managers, & others, at USSOCOM, HQMC, & other government agencies as required.
  • Attend conferences, integrated product team (IPT) meetings, program management reviews, capability development events, and unit contact meetings as required.
  • Assist with developing Raider Capability Integration and Development System (RCIDS) requests, MARSOC technology objectives, combat mission needs statements, urgent universal need statements, and requirements documents as required.
  • Provide support to the Requirements Officer in capability development efforts involving original equipment manufacturers (OEM), academia, national laboratories, other government agencies, and other organizations and agencies as required.
  • Provide support to MARSOC Strategic Planning and Development for Technology Programs and Activities.


Required Qualifications

  • Highly effective written and oral communication skills
  • Ability to transform highly technical data into information easily understood
  • Detailed understanding of the organizational structure, command relationships and missions assigned to MARSOC, to USSOCOM and adjacent SOF components and to the USMC, as well as the knowledge of how these organizations collaborate to achieve technological development objectives
  • Capable of interacting with a broad spectrum of personnel to include senior DoD officers and staff as well as within a joint and interagency environment.
  • Knowledge of & be able to apply USSOCOM & Marine Corps capability development orders, directives, & policies to complex capability development problems
  • Thorough working knowledge of Microsoft systems to include PowerPoint, Excel, and Word; familiarity with Microsoft SharePoint.
  • Exposure and familiarity with Marine Corps and USSOCOM Requirements Directives such as Joint Capabilities Integration and Development System (JCIDS) and Special Operations Forces Capabilities Integration and Development System (SOFCIDS).
  • Proven experience managing budgetary processes, including financial reconciliation, Unliquidated Obligation (ULO) management, and recoupment of funds. Proficiency with the Defense Agencies Initiative (DAI) system is required.
  • Demonstrated expertise in records management compliance, ensuring adherence to organizational policies and directives.
  • Possess the ability to provide analytical support for the preparation of responses to information requests from higher headquarters and command leadership regarding validated requirements and related activities.
  • Minimum 5 years of experience working in the Marine Corps or SOF Enterprise Comptroller or Requirements fields.
  • Possess, at a minimum, DoD Financial Management Level 1 Certification.
  • Possess and maintain a SECRET clearance.


Preferred Qualifications

  • Experience in a capability development related field in offices such as USSOCOM SOF AT&L, USMC CD&I or MCSC, NSW, MARSOC G-8, USASOC, AFSOC Capability Development Directorates, DIA, or similar
  • Bachelor's degree from a regionally accredited college or university
