You must have one year Specialized Experience equivalent to the GS-11 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Specialized experience required for this position is:
INFORMATION FOR OVERSEAS:
- Employee may be required to use government provided housing and lodging while overseas, potentially in austere conditions.
- Overseas tour of duty for is projected to be 36 months. You may be required sign a Transportation Agreement.
- Incumbent may be subject to the 5-year foreign area limitation according to the DoDI 1400.25-V1230, dated 26 July2012.
- Applicants who are currently stationed overseas, must have enough time to meet the initial tour stated above.
- Applicants who have returned from an overseas tour, and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years, may require a waiver. NOTE: If you have not completed 5 years overseas and return to a CONUS assignment, that time spent overseas counts towards the 5 year limitation, unless you have been in the States for at least 2 continuous years.

- Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location.
- Applicants hired from the Continental United States (CONUS) and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas area.
- May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling, to include the potential for exposure to acts of terrorism.
- Payment for travel and transportation expenses may be authorized. This includes government paid travel
transportation, shipment and temporary storage of household goods, and possibly other entitlements based upon the JTR and agency policy. You may be required to sign a transportation agreement. Most civilian permanent change of station travel entitlements are taxable.

As a SECURITY COOPERATION (SC) PROGRAM SPECIALIST you will be responsible for the following duties:
- Providing the principles, concepts, and methodologies associated with project management, as well as analytical skills with a wide range of qualitative and quantitative methods.
- Understanding of U.S. acquisition laws and practices, U.S. technological, economic, political, and industrial/production implications, and methodologies for the initiation and establishment of agreements for production, procurement, and logistical support.
- Maintains skills in written and verbal interpersonal communications and negotiation techniques, sufficient to develop and deliver briefings, project papers, staff reports, and correspondence.
- Familiarity of FMS and as applicable FMF and BPC and security assistance policy and procedures, with particular emphasis on sustainment of systems and capabilities (e.g., the Security Assistance Management Manual (SAMM, DoD 5105.38-M).
- Identifies, plans, organizes, and directs team studies, sufficient to plan integrated analytical evaluations of customers, sectors, technology, and industrial bases, select and develop coverage areas, and plan and coordinate team efforts.

- Position duties entail alternative duty schedules (e.g., extended shifts exceeding 12 hours; nights, weekends, or holidays; being recalled for urgent situations; Overtime in response to time-sensitive matters or surge or emergency situations).
- This is a drug testing designated position. The incumbent is subject to random testing for drug use and must sign statements acknowledging the position is identified as a TDP
- Must obtain/maintain a U.S. Non-Critical Sensitive (Secret) Security Clearance
- DoW Security Cooperation Workforce (SCW) Certification - This is a Level 3 Certified position designated as such in accordance with the NDAA 2024, Title 10 United States Code, Section 384
- Must complete DoD SCW Expert level certification requirements within two years of entering the SC position. In addition, 80 hours of continuing education (CUE) every two years.
- This is a Mission Essential (ME) designation position. The incumbent must ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- Employee will be subject to pre-employment medical requirements and must meet Foreign Service Medical Clearance requirements.
- This position requires the incumbent to obtain a Diplomatic Passport and Visa.
- Employee must successfully complete Foreign Affairs Counter Threat (FACT) Training in accordance with Department of State, 13 FAM 301.4-2

Specialized experience required for this position is:
- Serves as Security Cooperation (SC) Program Specialist, supporting Foreign Military Sales (FMS) and as applicable, Foreign Military Financing (FMF), Building Partnership Capacity (BPC), and Presidential Drawdown Authority (PDA) to develop, plan, coordinate, manager, and execute FMS/FMF/BPC cases and activities to maintain capability sustainment.
- Develops in End Use Monitoring (EUM) Concept of Operations and Standard Operating Procedures, and coordinate partner nation Enhanced End-use Monitoring (EEUM) control plans.
- Conducts EEUM in accordance with established EUM checklists to verify recipients' compliance with the physical security and accountability provisos annotated in letters of offer and acceptance (LOA)s containing EEUM designated items.
- Oversees open FMS/FMF/BPC cases, including interaction with appropriate U.S. implementing agencies, the U.S. Geographic Combatant Command (GCC), and other stakeholders.
- Assists military departments in developing letters of offer and acceptance (LOA), coordinating and supporting site surveys, and assisting with the requirements definition process.
