Job Description

FWI is building a team to deliver professional and administrative support services for the Court Services and Offender Supervision Agency (CSOSA) in Washington, DC. As a Senior Employee Relations and Policy Specialist, you will provide high-level advisory and analytical support across two critical functions - serving as a subject matter expert in federal employee and labor relations while also supporting program analysis and policy development activities across CSOSA divisions. This role requires deep knowledge of federal HR law, regulations, and proceedings combined with strong analytical and policy development skills.

This position sits at the intersection of two disciplines - federal employee and labor relations and program policy analysis - making it an exceptional opportunity for a senior federal HR professional who also has strong analytical and policy development capabilities. You will have direct impact on how CSOSA manages its workforce, develops its policies, and advances its mission of public safety and offender supervision in the District of Columbia.

Work Schedule and Location:

On-Site: This full-time on-site position will work Monday through Friday, 8am to 5pm in Washington, DC.

Responsibilities

Employee & Labor Relations - Primary Responsibilities:
  • Serve as the agency's subject matter expert on Reasonable Accommodation (RA) under applicable federal laws and regulations - advising employees, applicants, supervisors, and management on laws, regulations, and procedures
  • Document, track, monitor, and act on all assigned reasonable accommodation requests
  • Assist managers in determining essential duties of positions and identify barriers and possible modifications for employees with disabilities
  • Provide interpretation and guidance on laws, regulations, policies, and procedures related to reasonable accommodation
  • Advise management on employee performance and conduct-based actions, benefits administration, work-life programs, and related employee relations matters
  • Support the development and implementation of disciplinary and adverse action cases and present or defend the agency's position before third parties
  • Apply Douglas Factors to ensure consistency and defensibility of disciplinary penalties
  • Handle unfair labor practice complaints and grievances under the negotiated collective bargaining agreement
  • Support matters before the Merit Systems Protection Board (MSPB), Federal Labor Relations Authority (FLRA), arbitration, and other employee and labor relations proceedings
  • Handle employment matters including grievances, EEO complaints, and other issues related to employment

Program Analysis & Policy - Secondary Responsibilities:
  • Develop life-cycle cost analyses or perform cost-benefit and economic evaluations of current or projected programs
  • Advise on distribution of work among positions, appropriate staffing levels, and skills mix
  • Advise on potential benefits and uses of automation to improve the efficiency of administrative support or program operations
  • Evaluate and advise on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation
  • Research and investigate new or improved business and management practices for application to agency programs or operations
  • Analyze management information requirements to develop program or administrative reporting systems including system specifications, data gathering and analytical techniques, and systems evaluation methodology
  • Analyze new or proposed legislation or regulations to determine impact on program operations and management
  • Develop new or modified administrative program policies, regulations, goals, or objectives
  • Develop management and program evaluation plans, procedures, and methodology
  • Conduct studies of employee and organizational efficiency and productivity and recommend changes or improvements
  • Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems
  • Review administrative audit and investigative reports and determine appropriate corrective action


Qualifications

Required:
  • Bachelor's Degree
  • Minimum 7 years of progressively responsible federal employee and labor relations experience
  • Direct experience working in a unionized federal agency environment
  • Demonstrated experience serving as a subject matter expert on federal Reasonable Accommodation laws, regulations, and procedures
  • Experience supporting or representing a federal agency in proceedings before the Merit Systems Protection Board (MSPB), Federal Labor Relations Authority (FLRA), or EEOC
  • Working knowledge and application of Douglas Factors in federal disciplinary actions
  • Experience handling federal adverse actions, disciplinary cases, and grievance procedures
  • Experience handling EEO complaints and related employment matters in a federal environment
  • Experience analyzing legislation or regulations to determine impact on federal program operations
  • Experience developing or revising federal program policies, regulations, or procedures
  • Strong written and verbal communication skills
  • Ability to obtain a Public Trust clearance

Desired:
  • Experience with collective bargaining agreement negotiation or administration
  • Experience with unfair labor practice complaints before the FLRA
  • Experience advising on organizational efficiency, staffing levels, and skills mix
  • Experience conducting life-cycle cost analyses or cost-benefit evaluations of government programs
  • Experience analyzing management information requirements to develop program or administrative reporting systems
  • Experience researching and investigating new or improved business and management practices for application to agency programs
  • Experience working with offender populations or in a criminal justice environment is a plus
  • Master's degree in Human Resources, Public Administration, Public Policy, or related field preferred
