Position Summary
The Business Requirements Analyst serves as a vital bridge between program stakeholders and the technical delivery team in a government application modernization effort. This position is responsible for eliciting, documenting, analyzing, and validating business and functional requirements to ensure the modernized application meets agency mission objectives, regulatory obligations, and user needs.
Key Responsibilities
• Lead requirements elicitation sessions including stakeholder interviews, workshops, surveys, and job shadowing to capture current-state processes and future-state needs.
• Author comprehensive business requirements documents (BRDs), functional requirements specifications (FRS), user stories, and acceptance criteria in alignment with Agile and waterfall methodologies as appropriate.
• Conduct current-state (As-Is) and future-state (To-Be) process analysis, identifying gaps, inefficiencies, and modernization opportunities.
• Support modernization enablement activities including current-state technical assessments, business process documentation, and input to modernization roadmaps - excluding production-level development.
• Collaborate with UX designers to translate stakeholder requirements into wireframes, low-to-mid fidelity prototypes, and design artifacts aligned with the 21st Century Integrated Digital Experience Act (21st Century IDEA) and U.S. Web Design Standards.
• Maintain a prioritized product backlog in collaboration with the Product Owner and technical team.
• Facilitate requirements review sessions and obtain formal sign-off from business owners and program leads.
• Serve as a liaison between business stakeholders, the solution architect, developers, and QA teams throughout the software development lifecycle (SDLC).
• Develop and validate data mapping documentation, workflow diagrams, use cases, and business rules.
• Support User Acceptance Testing (UAT) by developing test scenarios, coordinating testing activities, and tracking defects.
• Identify and manage requirements-related risks and ensure traceability from business need through delivery.
• Ensure all requirements adhere to applicable government regulations, policies, and compliance mandates (e.g., FISMA, Section 508, Privacy Act).
Minimum Qualifications
• Bachelor's degree in Business Administration, Public Administration, Information Systems, or a related discipline; or equivalent experience.
• 4+ years of experience in business analysis, requirements management, or a related role within an IT project context.
• Demonstrated experience producing formal requirements documentation across the SDLC.
• Proficiency in process modeling tools and techniques (e.g., BPMN, swimlane diagrams, use case diagrams).
• Experience using Jira Software for backlog management, user story tracking, and sprint reporting in accordance with OCIO or enterprise-defined field standards.
• Familiarity with ServiceNow for incident, problem, and change request intake and tracking.
• Strong facilitation and stakeholder engagement skills with experience working across organizational levels.
• Familiarity with Agile methodologies including Scrum or SAFe, including writing effective user stories and acceptance criteria.
Preferred Qualifications
• Certified Business Analysis Professional (CBAP), PMI-PBA, or IIBA entry-level certification (ECBA/CCBA).
• Experience on government IT modernization or digital transformation projects.
• Familiarity with requirements management tools such as JIRA, Azure DevOps, Confluence, or IBM DOORS.
• Understanding of data governance, master data management, and data migration in a modernization context.
• Knowledge of federal acquisition and contracting environments (FAR/DFAR).
• Experience supporting UAT coordination and testing documentation.
