Job Summary:

B&A is looking for a Software Technical Lead to join a contract with a federal government client in support of an important mission.

The Software Technical Lead is responsible for managing and guiding the technical delivery of high-visibility software development initiatives supporting systems for grants management, financial processes, contracts, human resources, and scientific reporting. This role serves as the primary technical liaison among customers, business partners, and technical teams, ensuring solutions are delivered on time, within scope, and aligned with organizational goals.

Responsibilities:
  • Lead and oversee requirements definition and technical implementation for complex software development projects across enterprise systems.
  • Provide hands-on technical leadership across the full software development lifecycle to ensure consistent delivery of high-quality, scalable solutions.
  • Guide solution architecture decisions and ensure technical approaches align with business needs and system effectiveness.
  • Oversee developers, analysts, and testers, providing direction on technical issues, software development standards, and product releases.
  • Serve as the primary point of contact for system-related initiatives with customers, business stakeholders, and technical teams.
  • Manage project scope, risks, resources, schedules, budgets, and stakeholder expectations.
  • Facilitate customer collaboration, proactively resolve issues, and minimize schedule or delivery impact.
  • Develop and maintain project management artifacts, including project charters and project management plans.
  • Lead efforts to document business processes, define project scope, and collect, analyze, and prioritize functional and technical requirements.
  • Ensure requirements are complete, testable, and aligned with business objectives.
  • Identify opportunities for business process improvements and collaborate with stakeholders on solution recommendations.
  • Conduct and facilitate technical design reviews and solution validation sessions.
  • Participate in contract-wide Scrum and Agile ceremonies.
  • Ensure adherence to Agile methodologies and CI/CD best practices for software releases.
  • Evaluate team workflows and engineering best practices, implementing improvements to streamline operations and enhance delivery effectiveness.
  • Support adoption and implementation of Agile project management standards across programs.
  • Collaborate with cross-functional teams to identify, troubleshoot, and resolve technical issues.
  • Promote a culture of continuous improvement, technical excellence, and shared ownership across development teams.
  • Think systemically about software design and integration to maximize long-term system effectiveness and sustainability.

Education and Experience:
  • Bachelor's degree in computer science or a related field.
  • 10+ years of hands-on software development experience designing and building enterprise applications

Required Skills:
  • using the Microsoft technology stack.
  • 5+ years of experience leading technical teams in Agile development environments.
  • 3+ years of hands-on experience developing large-scale, scalable web and mobile applications using React.
  • Demonstrated experience with cloud platforms.
  • Proven expertise in .NET application development.
  • Experience using Jira or Azure DevOps to manage software development lifecycle activities.
  • Strong understanding of Agile, CI/CD, and modern software engineering best practices.

Desired Skills:
  • Experience supporting enterprise systems for financials, grants, HR, contracts, or reporting.
  • Strong understanding of enterprise architecture, integrations, and APIs.
  • Experience with CI/CD pipelines and modern DevOps practices.
  • Ability to translate business requirements into technical solutions.
