Job Summary:

B&A is looking for a .NET Software Development Project Manager to join a contract with a federal government client in support of an important mission. In this role, you will lead and manage high-value software development initiatives that promote innovation, productivity, and operational excellence across NIAID. The application portfolio spans Human Capital, Financial Management, Grants and Contracts, Research Planning, Scientific Reporting, and administrative systems, with planned expansion into mobile and cloud-based solutions.

Responsibilities:
  • Lead technical teams across multiple, complex .NET software development projects.
  • Assess emerging and existing technology solutions and provide well-reasoned technical recommendations.
  • Analyze complex, interrelated project activities, identify risks, and recommend mitigation strategies for technical and business challenges.
  • Ensure adherence to architectural standards and principles to promote standardization, reuse, and compatibility across NIAID's application portfolio.
  • Oversee effective change control and configuration management to maintain application reliability, consistency, and maintainability.
  • Manage the migration of custom software applications to cloud environments.
  • Balance the remediation of technical debt with the delivery of new capabilities in collaboration with stakeholders.
  • Execute projects in accordance with NIAID-tailored HHS Enterprise Performance Life Cycle (EPLC) methodology.
  • Apply Agile methodologies where appropriate, supporting iterative delivery and continuous improvement.
  • Develop and maintain detailed project plans, including deliverables, schedules, resource assignments, level of effort, and budget projections.
  • Perform biweekly project assessments and pipeline reporting to monitor progress, risks, and impacts on cost and timelines.
  • Prepare and deliver monthly administrative and status reports.
  • Facilitate collaboration across development teams, customers, and organizational stakeholders.
  • Engage with customer product owners to understand priorities and align software development resources accordingly.
  • Communicate clearly and effectively with both technical and non-technical audiences.
  • Mentor, coach, and nurture the capabilities of software development teams.
  • Foster a culture of technical excellence, accountability, and continuous learning.

Education and Experience:
  • Bachelor of Science in Computer Science, Information Technology, or a related field.
  • 6+ years of project management experience.

Required Skills:
  • 5+ years of experience leading Agile .NET software development implementations.
  • In-depth understanding of .NET technologies and the technical architecture of .NET applications.
  • Strong comprehension of software design, database concepts, and system integration.
  • Proven ability to anticipate technical and business challenges and align solutions with project goals.
  • Excellent written and verbal communication skills.

Desired Skills:
  • Experience supporting federal health, scientific, or HHS/NIH environments
  • Strong working knowledge of Agile/Scrum practices and stakeholder collaboration
  • Experience with cloud platforms (e.g., Azure or AWS) and cloud migration of .NET applications
  • Familiarity with HHS EPLC or federal IT governance and reporting requirements
  • Ability to clearly communicate complex technical concepts to technical and non-technical audiences
