WHO YOU ARE:
You are a highly motivated Sr. Data Scientist with advanced technical expertise in designing, modernizing, and managing enterprise data environments. You will guide the organization through business, process, and technology changes while supporting data migration, archival, system staging, and contract writing system modernization efforts. The role involves working with complex contract data, multiple data formats, and large-scale DoD and federal acquisition systems. This position supports the PMO and can be performed remotely with occasional travel.
WHAT YOU WILL DO:
• Design and implement database solutions, data models, and architectures for efficient data storage and retrieval.
• Evaluate client operations and applications to determine database structural needs.
• Create continuity between applications and databases, including standardizing naming conventions and optimizing data structures.
• Ensure that database implementations comply with internal standards and external regulations.
• Prepare data architecture reports and documentation for leadership.
• Translate business requirements into technical specifications, including data flows, integrations, and data warehouse structures.
• Define data architecture frameworks, standards, and principles (metadata, modeling, master data, security).
• Establish reference architectures and oversee enterprise data flow design across business units.
• Coordinate and collaborate with multiple departments, stakeholders, vendors, and partners.
• Lead and support data migration efforts from legacy systems to new platforms.
• Respond to system and data issues in a timely manner.
• Utilize programming skills (PowerShell, Access, SharePoint, etc.) to develop custom reports and tools.
• Work extensively with Oracle databases and SQL (DDL/DML).
• Apply contracting expertise, including knowledge of FAR/DFARS and contract writing systems such as ConWrite, CON IT, and ACPS.
• Leverage DoD data standards including PDS, PRDS, ADS, and EDI for contract data migration.
• Use Air Force contracting systems and feeder systems (e.g., DEAMS, ABSS, EDA, PIEE, FPDS).
• Work with PDS/PRDS, EDI, and Oracle tools to manipulate and transform large volumes of contract data.
• Communicate effectively with stakeholders at all levels, working independently with minimal supervision
WHAT WE REQUIRE:
Minimum Qualifications:
• Clearance Level: Secret with a Sec+ cert or equivalent
• Education: Bachelor's Degree
• Strong IT background with 7+ years of hands-on experience in enterprise data environments
• Programming experience for building one-time-use tools (PowerShell, Access, SharePoint, etc.)
• Expertise with Oracle databases and SQL
• Minimum six years of contracting experience (FAR/DFARS)
• Strong familiarity with ConWrite, CON‑IT, and ACPS
• Knowledge of DoD data standards (PDS, PRDS, ADS, EDI)
• Familiarity with XML and its associated XSLT tool frameworks as well as processors used to manipulate XML.
• Ability to work independently, manage priorities, and clearly communicate technical concepts
• Experience analyzing large contract datasets and multiple data file formats
• Familiarity with Python
• Experience with ETL processes, relationship mapping and creating ERDs
Preferred Qualifications:
• Experience with Air Force contracting systems (ACPS, legacy SPS)
• Experience with feeder systems (DEAMS, ABSS, CLS, EDA, FPDS, PIEE, PDS Validation Service, PMRT)
• Familiarity with data migration processes across legacy DoD systems
• Experience defining enterprise data frameworks, metadata standards, and reference architectures
• Background working in PMO environments and supporting federal modernization initiatives
• Experience collaborating with cross-functional and vendor teams
