Program Management Lead

Job Description:
Function as an authorized point of contact with the Government CO and the COR. The Program Manager shall ultimately be responsible for ensuring that the performance meets all Government contracting requirements within price and schedule. The Program Manager shall be responsible for formulating and enforcing work standards, assigning schedules, reviewing work discrepancies, and communicating policies, purposes, and goals of the organization to subordinates. In support of open communication, the Program Manager shall initiate regular meetings with the COR.
Job Responsibilities:
- Lead multiple technical staff on multiple complex software development projects. Lead technical staff and assess technology solutions and recommendations.
- Ensure effective change control and configuration management to establish and maintain consistency, maintainability and reliability.
- Analyze complex, multi-task interrelated projects, assess risk and recommend solutions for difficult problems.
- Identify and use architectural standards and principles for software applications to promote standardization, reuse and to minimize compatibility issues across NIAID's application portfolio.
- Prepare a detailed project plan to include resource identification, level of effort and budget projections at the subtask level.
- Serve as the program manager typically responsible for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations.
- Provide overall direction of program activities. Manage and maintain contractor interface with the senior levels of the customer’s organization.
- Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.
- Establish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business.
Required Skills:
- 10+ years of experience in .NET software development with 7+ years of managing multiple technical cross functional teams.
- 5+ years of experience with Program Management, Financial Management, Portfolio Management, Project Management, Agile Practice's, DevOps, Business Process Analysis, and Organizational Change Management.
Required Education:
Bachelor’s Degree required; Masters preferred
