Job Description

Duties
Help
  • Manage 911 emergency dispatch operations to respond with appropriate emergency services to include police, fire, hazardous material, technical rescue and ambulance.
  • Refer non-emergency callers to appropriate civilian and governmental agencies.
  • Coordinates with Directorate of Public Works (DPW) regarding installation, maintenance and use of emergency alert systems.
  • Coordinates ongoing radio frequency licensing with the Installation Network Enterprise Center (NEC).
  • Responsible for caller interrogation to determine problem and nature of call.
  • Maintain an accurate status of all emergency response equipment and personnel to assure prompt and accurate response.
  • Monitor severe weather reporting system and broadcasting alerts as necessary.
  • Responsible for monitoring closed circuit television systems to identify activity requiring response.
  • Provide technical direction to the operation and interface of emergency services data bases and systems.
  • Provide consults as the 911 emergency dispatch center subject matter expert.
  • Develop standard operating procedures for effective operation.
  • Supervise a staff of dispatchers.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position is subject to shift work. Incumbent is required to work an alternate work schedule, which requires an uncommon tour of duty including nights, weekends, and holidays. Subject to call back, oncall and mandatory overtime as mission requires.
  • The incumbent may be required to wear a uniform.
  • Incumbent is required to work (mission essential) regardless of weather conditions, Terrorist Force Protection Condition (TFPCON) or installation closure and to report to the duty station at the regularly scheduled time.
  • The work is performed in a highly stressful, restricted office environment.
  • Newly hired personnel are required to obtain and maintain the certifications outlined in this section within one year of employment. Supervisor may adjust timeframe depending upon funding and training availability.
  • The incumbent is required to possess and maintain certification in Emergency Medical Dispatch System approved for and in use by the installation IAW DoDI 6605.06 and National Fire Prevention Association (NFPA) 1061.
  • The incumbent is required to possess and maintain certification in CPR, DoD Hazardous Materials Awareness, DoD Telecommunications I/II, ALERTS, NCIC, and Wisconsin Law Enforcement Telecommunications System (TIME).
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience for Current Federal Employees: One year of specialized experience which includes work that involves operating dispatching, communications, and automation systems; processing incoming emergency and non-emergency call requests for fire, medical and police assistance; coordinating emergency services with law enforcement and emergency response agencies; provide instruction to dispatch employees as a senior operator on specific duties and job techniques and answer question of other dispatch employees; explaining guidance on emergency service dispatching policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Specialized Experience for External Applicants: One year of specialized experience which includes work that involves overseeing and maximizing the utility of complex dispatch, telecommunications, and advanced public safety automation systems. Independently manage high-consequence incoming emergency and non-emergency requests while coordinating tactical incident coordination across multiple jurisdictional public safety agencies. Interpreting, enforcing, and formulating strategies to implement regulatory guidance on emergency service dispatching policies, protocols, and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
