• Develops and coordinates requirement packages with Key Stakeholders and Host Nation (HN) Agents. Includes scoping meetings, identifying functional requirements and performance-based outcomes, and considering environmental and permit issues.
• Participates in initial Scope Kickoff Meetings and coordinates and provides responses to Requests for Information (RFIs) from the Contracting Agent.
• Participates in pre-solicitation / pre-proposal walkthroughs with the Contracting Agent.
• Participates in post-award meetings to include Design Kickoff Meetings, Preconstruction Conferences, weekly and monthly updates, design reviews, closeout, and similar.
• Participates in post-award design reviews. Focus is on functionality and shall incorporate lessons learned and consider Federal, Garrison, and HN standards. Distributes design packages to Key Stakeholders and consolidates and reviews comments.
• Ensures all permits are received and accounted for prior to construction. Permits include zoning, construction, environmental, and digging. Ensures Host Nation Agents are involved in the process and that they are in concurrence.
• Assists in identifying, coordinating, and acquiring funding on change requests. Validates need for change and its impact to ongoing projects. Coordinates with Key Stakeholders on the change and checks if there are adequate funds to execute it.
• Gathers pre/post-award statuses to ensure procurements are on time and within budget. Provides explanations to Key Stakeholders on delays / deviations. Recommends cancellation or deferrals where procurements are not possible or need time to valid.
• Ensures receipt, coordinates reviews, and participates in contract closeout documentation. Includes but is not limited to O and M Manuals, Warranty Management Plan, Pre-final/Final Inspections, Signatures on Property Transfers, and Redline Drawings.
• Updates project trackers and PowerPoint presentation slides, responds to taskers, and participates in ad-hoc partnering meetings, monthly/quarterly updates, and yearly workshops.
• Assists Operations and Maintenance Division (OMD) on gathering information for follow-on service contracts and responding to warranty calls.
• Assists Master Planning Division on Installation Status Reports - Infrastructure (ISR-Is).

In order to qualify, you must meet the education and specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. BASIC REQUIREMENT:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes

coordinating, planning, and overseeing construction projects;

identifying risks, problem areas, developing solutions and mitigation strategies;

identifying and validating planned procurements, assisting in pre/post-award program documents,

developing and coordinating Statements of Requirements.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. • This position requires a 1 year probationary period or 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
• If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
• Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
• Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
• Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250 .
• For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
