Job Description

Duties
Help
  • Provide administrative program direction to internal directorates, special staff elements, assigned units and numerous associated units.
  • Evaluate headquarter (HQ) programs and operations to assure that plans are followed to meet objectives, goals, and strategic direction.
  • Review new missions and make recommendations to upper management regarding resources and manpower requirements.
  • Interpret and apply planning-programming-budgeting federal policies to develop and disseminate instructions and guidance.
  • Review financial and budgetary programs, and monitor financial reporting data for conformance with command objectives and requirements.
  • Oversee the facilities management program, and monitors all planned facility improvements and expansion.
  • Approve budgetary estimates and justification to obtain financial support for projects or programs.
  • Apply relevant laws, regulations, policies, guidelines, and standard procedures to operation budget formulation and management of programs to ensure compliance and consistency.
  • Present and discuss a range of subjects pertaining to mission accomplishment, service member readiness, and installation and base support.
  • Prepare responses to requests from higher authority for expert opinion and advice on proposed revisions to program policy and procedures.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.

  • Position requires duties to be performed under austere and potentially hazardous conditions during exercises and deployment operations.

  • Incumbent is required to return to duty within 60 minutes after receipt of notification.
  • Drug Test Requirement IAW AR 600-85: Applicant selected for movement into positions covered by the Alcohol and Drug Abuse prevention and Control Program must sign DA Form 5019-R. Position is subject to random drug testing IAW AR 690-85.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes providing administrative program direction in support of the command's strategic mission and operational priorities; assisting in the development, coordination, and implementation of policies and procedures governing command-wide activities to ensure consistent and effective program execution; conducting detailed analysis of organizational requirements and resolving issues impacting key resources, including budget planning, manpower utilization, physical facilities, capital equipment, and security functions; and coordinating with internal stakeholders and leadership to align resources with mission needs and ensure compliance with applicable regulations and guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

  • In conformance with AR 690-11, this is a Key / Emergency Essential position and cannot be vacated during a national emergency or mobilization without seriously impairing the capability of installation to function effectively. Incumbent may be required to deploy to potentially high-threat OCONUS environments in which hostile action may occur. Incumbent may also be required to perform duties under austere conditions during exercise and real-world crisis deployment. Also requires extensive travel, CONUS and OCONUS, on very short notice approximately 30% of the time. Requires frequent extended duty with long hours under high pressure and generally high-risk job responsibilities.
