FOR THE NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector advising management on complex HR classification, staffing, pay setting, personnel actions, or recruitment strategies. Help
- You will provide Human Resources specific advisory services in the area of Staffing, Human Capital Planning, recruitment, position management, and program support to supervisors, managers, and employees.
- You will utilize a wide range of HR practices, laws, regulations, policies, and precedents sufficient to: provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices.
- You will use detailed analytical methods to identify, evaluate, and recommend in depth alternatives with impact analyses to management to find appropriate HR solutions.
- You will develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of NSWCCD HR findings and recommendations.
- You will serve as SME in areas such as compensation, classification, hiring authorities, SSTM staffing, on-boarding, employee orientation, overseas entitlements, Civilian Expeditionary Workforce, benefits, Workforce Shaping, and Student Programs.
- You will engage and recommend policies and procedures in collaborative efforts with counterparts at other Warfare Center's, and related in-house technical areas within NSWCCD to ensure alignment with practices within the Warfare Centers.
- You will advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity.
- You will develop long and short-range staffing plans to meet forecasted mission requirements, human capital losses, changes in critical competencies availability of candidates, career development patterns, and reorganization proposals.
- You will provide guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria, and other approaches to help staff the organization and improve employee productivity, morale, and retention.
- You will take all appropriate steps and actions to appoint, promote, detail, reassign, demote, transfer, RIF, etc., in accordance with established policies, regulations and program goals.
- You will explain regulations, procedures, and determinations to inquiring employees, candidates, and supervisors.
- You will prepare or complete necessary documents and electronic case files on personnel actions.
- You will orient new, high-level employees on civil service and agency personnel policies, rules, regulations, rights, benefits, services, and related matters.
- You will manage and maintain full visibility over all RPAs from creation to onboarding and provide advice/assistance in all stages of the recruitment process.
