Job Description

Duties

  • You will, as the Technical Department Acquisition Advocate (TDAA), serve as the responsible technical expert for planning, directing, and executing of all phases of the acquisition process related to undersea weapons, vehicles and defensive systems.
  • You will serve as the responsible point of contact (POC) for all contracting actions, exercising independent judgment and decision making as the recognized authority for acquisitions.
  • You will assess, plan, execute, monitor, report, and adjust all acquisition actions to meet program requirements.
  • You will apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of the acquisition program effectiveness.
  • You will participate as an advisor on all Source Selection Evaluation Boards (SSEB).
  • You will ensure that all Technical Evaluation reports for competitive acquisition requirements are evaluated consistently, objectively, and in accordance with the evaluation criteria identified in the Request for Proposal (RFP).
  • You will coordinate and lead the acquisition team in the detailed performance of delegated and/or coordinated tasking.
  • You will identify, develop, promulgate, and maintain program specific guidelines, policies and procedures.
  • You will provide advisory support to line managers and lead identifying the acquisition milestones and prerequisites to achieve on-time delivery of services, supplies and data to meet program requirements.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

FOR THE NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector planning, analyzing, or coordinating acquisition operations for an organization. Examples of specialized experience may include: interpreting acquisition policy; resolving acquisition program issues or problems; using qualitative or quantitative methods to improve acquisition program efficiency or effectiveness; leading an acquisition team or teams; providing authoritative advice or guidance on acquisition issues to management or staff.

FOR THE NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector conducting acquisition program operations for an organization. Examples of specialized experience may include: monitoring expenditure of funds related to acquisitions; drafting or modifying acquisition documents; preparing contracting or procurement status reports for management.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR THE NT-04:
Successful completion of a Ph.D. or equivalent doctoral degree.
or
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
or
Successful completion of an LL.M. that is related to the position being filled.
or
A combination of specialized experience and graduate education as described above that equates to one year of experience.

The salary range shown in the announcement represents all of the positions within the NT-05 band, including high-grade positions. This is not a high-grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $156,715).
