Job Description

Duties

  • Develops and Manages Flying Schedules for the Wing. Creates, adjusts, and publishes long-range and short-range flying schedules for a variety of aircraft and aircrews, considering operational requirements, maintenance needs, training objectives, crew availability, and resource constraints
  • Coordinates and Resolves Scheduling Conflicts. Identifies and resolves conflicts arising from competing demands for aircraft, aircrew, airspace, and support services but does not control flights.
  • Analyzes Flight Operations Data and Trends. Collects, analyzes, and interprets flight operations data (e.g., flight hours, sortie rates, cancellation reasons) to identify trends, potential problems, and areas for improvement in scheduling efficiency and resource utilization.
  • Ensures compliance with regulations and directives. Interprets and applies regulations, directives, and policies governing flight operations scheduling, aircrew qualifications, and resource management.
  • Provides expert advice and guidance to customers. Serves as a technical advisor on flight operations scheduling principles and procedures. Provides advice and guidance to squadron personnel, aircrew, and leadership on scheduling matters.

    Qualifications

    Conditions of Employment:
    • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
    • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
    • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 2101.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.Knowledge of air operations principles, concepts, and practices, including mission planning, aircrew management, and resource allocation. Knowledge of scheduling regulations and directives with an understanding of applicable federal, military, and organizational regulations, directives, and policies governing flight operations scheduling, aircrew qualifications, airspace management, and resource utilization. Knowledge of aircraft and aircrew capabilities, limitations, and operational characteristics of various aircraft and aircrew configurations assigned to the wing. Knowledge of data analysis techniques, including the ability to collect, interpret, and analyze flight operations data (e.g., flight hours, sortie rates) to identify trends, potential problems, and areas for improvement.

    EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

    COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of Flight Operations principles, procedures, and regulations, including Federal Aviation Administration (FAA) and military directives related to aircrew management, airspace allocation, and aircraft maintenance.
    2. Knowledge of organizational structure, communication channels, and decision-making processes within the wing and its supporting units (maintenance, air traffic control, etc.).
    3. Skill in identifying scheduling conflicts, analyzing flight operations data, and developing effective solutions within resource constraints.
    4. Skill and Ability to communicate and to effectively coordinate with diverse stakeholders (aircrew, maintenance personnel, leadership) and discuss solutions to scheduling challenges.
    5. Ability to interpret and apply complex regulations, directives, and policies related to flight operations, ensuring compliance and maintaining safety standards.
    6. Ability to prioritize tasks, manage time effectively, and work under pressure to meet deadlines and respond to rapidly changing operational requirements.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
