Job Description

Duties

  • Plans, organizes, and directs the activities of the Movement Support Branch of the Mobility Division.
  • Develops and publishes operational and strategic level policy and directives to maintain and enhance the effectiveness and efficiency of the CENTCOM theater distribution network.
  • Manages the Special Category Travel program which standardizes processes and procedures to be used within the CENTCOM AOR.
  • Manages Strategic Mobility Initiatives supporting USCENTCOM plans, exercises, contingencies and operations.
  • Exercises supervisory personnel management responsibilities.

Qualifications

Conditions of Employment Continued:
  • Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive (special sensitive, critical sensitive, or non-critical sensitive) positions presents a clear threat to the mission of USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series, 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of logistics management and joint transportation theories, principles, and practices sufficient to develop and implement complex mobility and sustainment strategies across all phases of USCENTCOM operations, including planning, execution, and assessment of deliberate plans, contingencies, and steady-state activities. This includes the ability to develop and apply new methodologies within a joint and combined operational environment. Expert-level knowledge of the missions, structures, and interrelationships of the Department of Defense, U.S. Air Force, Joint Staff, USTRANSCOM, DLA, Service Components, and multinational and interagency partners to ensure the synchronization of logistics planning and execution efforts across diverse organizations. This knowledge enables effective coordination with external stakeholders such as U.S. Embassies and NGOs, ensuring cohesive support to USCENTCOM objectives. Comprehensive knowledge of DoD and joint logistics and acquisition policies, procedures, and regulations, including governing statutes and directives, to craft theater-wide policies and programs with enterprise-level impact. This includes formulating guidance such as the Theater Distribution Plan, LOIs for airlift and container management, and policy input affecting strategic mobility initiatives and international transportation regulations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • In-depth knowledge of geographic combatant command level mobility, air and surface transportation, joint logistics operations, concepts, principles, practices, procedures, policies, standards, programs, and the ability to understand and assess the transportation and mobility requirements to deploy, sustain and redeploy a military force.
  • Knowledge of strategic and operational level logistics organizations and their major subordinate units, and a working knowledge of commercial air and surface transportation policies and practices.
  • Knowledge of roles and responsibilities of a geographic combatant command, the Joint Logistics Enterprise, the Joint Deployment and Distribution Enterprise, and the DoD command structure.
  • Ability to build, develop and lead internal and external functional teams across multiple organizations, to support of the Branch's mission.
  • Ability to plan, organize, and direct the function and mentor, motivate, and apprise the staff of an organization through subordinate employees.
  • Ability to communicate effectively both orally and in writing.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
