Job Description

Duties

  • Provides direct support for 688 CW Cyber Weapon System IT requirements including those that are related to National security.
  • Maintains programmatic oversight for all fielding and planning required for newly acquired Information Technology and cyber weapons systems.
  • Conducts, participates in, and defends program positions at program design reviews, requirements program management reviews and user groups.
  • Develops detailed decision-making information.
  • Consults with and advises 688 CW Squadrons during the development and preparation of new cyber weapon systems capabilities.

Qualifications

The primary purpose cont.: Provides essential project planning and management expertise throughout the life cycle of these initiatives. Plans, directs and integrates the work efforts of other project managers, when projects are so broad-based as to require team effort.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GS-2210, Information Technology (IT) Management Series (Alternative A).

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

EXPERIENCE REQUIRED: Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include knowledge of systems analysis concepts and methods, customer business requirements, applications software design concepts and methods, customer support principles, concepts and methods and analytical reasoning. Work encompasses developing requirements for new or modified applications, analyzing and determining optimal hardware and software configurations, complex and uncommon interfaces and policies and practices, proposals and approaches and a good understanding of contracting procedures and legal requirements. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive working knowledge of IT concepts, systems, architectures, and programmatic management skills. A thorough knowledge of Air Force policies, standards, and procedures pertaining to Information Technology systems.
2. Possess working knowledge of existing DoD and AF information technology systems and their capabilities. Must understand, evaluate, and translate the needs of information technology users into requirements and be capable of analyzing systems incorporating multiple and diverse IT commodities, and the ability to conceive an integrated plan, successfully translating all system requirements into a suitable implementation program. Plus working knowledge of Command, Control, Communications, Computer Intelligence, Surveillance, and Reconnaissance (C4ISR) guidance.
3. Working knowledge of state of-the-art developments in communications and computer systems, both military and civilian, and demonstrated awareness of general policy, technology and programs as they apply to current or planned equipment and methods for program planning. This knowledge will be used to insure adequate flexibility is available within plans to properly manage current and future projects, programs or enhancements.
4. Must be able to organize, prepare and discuss concepts and technical issues in an appropriate manner with senior level staff. Excellent written and verbal skills are mandatory since the incumbent will be working in a multidiscipline environment with different levels of management and engineering staff. Knowledge of planning principles and methods, enterprise architecture policy and planning processes, and cost benefit analysis methods sufficient enough to prepare investment plans to support the 688 CW mission.
5. Working knowledge of the principles, policies, and practices of project management, systems acquisition, integrated logistics support and program management to plan, organize, and manage critical aspects of the development, production and deployment of comm.-computer systems, subsystems, and equipment.
6. Enhanced knowledge of business and industry management, procurement procedures and production practices in order to evaluate and recommend procurement strategy objectives, implementation methodologies and program integration goals. Ability to gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Information Assurance Certification. IA certification is a condition of employment. This position includes information assurance (IA) work as an embedded duty requirement. A waiver of this 12 month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
