In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management position, Logistics Management Series 0346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery and in-depth knowledge of DOD and Federal Logistics Regulations, Federal Laws regarding DOD providing logistics support, DOD policies, and instructions for the logistics elements associated with the sustainment of Title 10 forces. Mastery of knowledge for various federal and state equities, capabilities, and forums; other unified commands; the military services; the National Guard; the Reserve forces; the DOD; Mexican/Bahamian Civil and Defense organizations; DHS, FEMA, EPA, USGS, USA CE, US Coast Guard, etc. Expert knowledge of the United States National Response Framework (NRF) and the role the NRF plays in the National Strategy for Homeland Security to include the guiding principles enabling all levels of domestic response partners to prepare for and provide a unified national response to catastrophic disasters and emergencies. Comprehensive knowledge of current military and joint doctrine, joint plans, and policies concerning strategic munitions and petroleum capabilities and resources. Master knowledge of Homeland Defense, Security Cooperation and Defense Support of Civil authorities and associated laws, treaties, and agreements, which link to potential DOD actions and activities. Practical knowledge of mission and organization of many, if not all, involved agencies, departments and bureaus. This includes knowledge of state and local crisis operations organizations and processes.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of joint logistics management principles, concepts, policies, and regulations, including ability to analyze and evaluate logistics programs and activities. Ability to direct and manage complex studies and analyses that involve collating and coordinating multiple disciplines and practices within the supply chain community across various groups and directorates for the purpose of developing and revising strategic and operational logistics support concept plans and Logistics Supportability Analysis. Knowledge of a wide variety of logistics support activities including, but not limited to, determination of funding requirements; DOD and Federal Interagency supply support systems; strategic level integration of DOD core logistics functions. Skill in preparing, organizing, and briefing complex quantitative and qualitative presentations at the senior executive level concerning sustainment and theater distribution concepts. Knowledge of standards, policies, and processes required to create logistics-focused performance metrics to improve strategic sustainment planning initiatives and operational level logistics execution. Knowledge of DOD and CJCS munitions and petroleum publications, directives, and regulations. Skill in analyzing and evaluating a variety of logistics options from the perspective of operational mission requirements, available resources, competing political considerations, to ensure the best analytical and technical capabilities available for NORAD and USNORTHCOM missions. Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and effective solutions.

- Command subject matter expert (SME) for Munitions logistics activities.
- Command Joint Petroleum Expert. Responsible for the overall synchronization, coordination, and planning of major command-level petroleum support for joint operations within the NORAD and USNORTHCOM (N&NC) area of responsibility (AOR).
- Strategic Planner. Analyzes the Joint Strategic Capabilities Plan to integrate NORAD and USNORTHCOM logistics plans, annexes, policies, and procedures with national partners.
- Interagency Planner. Provides major command-level analyses of logistics capability requirements, short and longterm capacity shortfalls, and the interpretation of comprehensive DOD doctrine to ensure the development and resourcing of a comprehensive logistics support plan in support of Defense Support of Civil Authorities (DSCA) missions.

- This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
- This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. - IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME). ME personnel perform a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency or during hazardous weather conditions to keep critical operations functioning. These personnel are required to report for duty at normal times when the base is closed or if delayed reporting is directed and remain on duty during phased or early release.
