The United States Space Force (USSF) at Vandenberg SFB, Santa Barbara, CA is seeking a Human Relations Manager to support Delta 1 (NH-0343-03, GS-12/13 Equivalent).

Description:
Seeking a highly seasoned Human Resources professional to lead complex military personnel operations. If you are a strategic thinker with a deep understanding of military HR systems and a drive to expand your expertise into the civilian classification realm, this is your opportunity to make a lasting impact. You will be at the center of our talent management strategy, ensuring our personnel are equipped, classified, and supported for mission success. This role is not just about maintaining the status quo; it is about cross-functional growth and long-term strategic planning. You must bring a strong willingness to learn and master Civilian Classification. We will provide the environment for you to bridge military and civilian HR practices. To ensure continuity and drive long-term organizational success, we ask for a dedicated commitment of at least three years to this position.

Ideal candidate:
The ideal candidate possesses a bachelor's degree in human resource management and a SHRM certification, complemented by a desired 5 or more years of Military HR experience. You must demonstrate technical proficiency in MilPDS, BLSDM, UMDs, CMS, and DJMS. We are seeking a dedicated professional willing to expand their expertise into Civilian Classification and commit to a minimum three-year tenure to ensure mission continuity.

Knowledge, Skills & Abilities:
1. Knowledge of federal laws, executive orders, regulations, policies, directive, principles, and practices governing to administer a Space Force wide training implementation and various human resource programs.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Space Force organizations to effectively manage USSF training programs and activities.
3. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, and analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems.
4. Skill in justifying, defending, and recommending decisions on an end-to-end program within a matrix organization.
5. Knowledge of various office automation software programs, tools, and techniques to support office operations, retrieve and input data, and maintain accurate files; a qualified typist is not required.
6. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships.

  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
  • PCS / relocation funding is not authorized.
  • Must be able to obtain and maintain a Secret /SCI security clearance.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Employees may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • Subject to Temporary Duty Assignment (TDY): 15 days a year.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
