Job Description

Duties

As a Strategy Development and Program Management Officer at the GS-0301-15 some of your typical work assignments may include:
  • Serves as the recognized authority and primary advisor to the JECC Commander on policy, programs, and resources issues.
  • Develops/directs the development of policies and programs to implement the JECC's missions and JECC concepts by interaction with OSW, Joint Staff, Combatant Commands (CCMDs), Services, and the private sector for operations, activities, and investments.
  • Plans, organizes, and manages the activities of the Directorate, and develops goals and objectives that integrate organizational and Command objectives to achieve DOW-aligned strategic outcomes.
  • Directs, coordinates, manages and/or oversees work of the Directorate. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
  • Focal point for JECC special projects and initiatives. Represents the JECC with other external functional area organizations.

  • Tue position is designated by the Air Force as a Test Designated Position (lDP) under the AF Civilian Drug Testing Program. Therefore, the incumbent is subject to random testing for drug use.
  • The incumbent is required to submit an initial and annual Confidential Financial Disclosure Reports (OGE Form 450) in accordance with provisions of the Joint Ethics Regulation.
  • This position is designated as a key position IAW AFI 36-507.
Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
  • Developing and directing strategic plans and policies to implement programs and concepts, such as for a Joint Enabling Capabilities Command (JECC) or Joint Force Headquarters (JFHQ).
  • Managing and executing the Programming, Planning, Budgeting, and Execution (PPBE) process, to include developing and providing input to the Program Objective Memorandum (POM) and Program/Budget Review (PBR) cycle.
  • Serving as a primary advisor to senior leadership (e.g., General/Flag Officer, SES) on policy, program, and resource allocation, requiring interaction with entities such as OSW, the Joint Staff, and Combatant Commands.
  • Exercising supervisory responsibilities to include planning and directing the work of a directorate, managing resources, and appraising performance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
