Our client seeks a Principal Business Analyst specializing in cost controls to advise senior leadership on project controls, financial analysis, planning, and scheduling for complex programs. The role will lead strategic project controls initiatives, deliver advanced financial insights, and guide teams on compliance with FAR, DEAR, CAS, and related standards. The position requires expert proficiency with accounting and cost management systems, risk analysis, and stakeholder communication across government and internal audiences.

Rate: $90.00 to $110.00/hr. w2

Responsibilities:
  • Serve as senior advisor to leadership for execution, development, implementation, maintenance, and accountability of total project controls, financial analysis, and estimating applications.
  • Provide strategic advice to management to maintain and improve planning, scheduling, financial analysis, and cost control across complex projects and programs.
  • Lead and supervise project controls, financial analysis, and planning and scheduling efforts for assigned projects or programs.
  • Develop project baselines, milestone schedules, work breakdown structures, and spend plans.
  • Maintain working knowledge of site business systems and recommend improvements.
  • Provide technical and administrative direction, coordination, evaluation, training, and coaching to project controls and financial teams.
  • Develop and deliver training programs in project controls, financial controls, and planning and scheduling systems and methods.
  • Prepare and present financial and project information to senior and executive management.
  • Conduct complex analyses across financial and technical disciplines and develop alternative strategies to achieve milestones.
  • Advise project management teams and stakeholders on business and financial matters.
  • Perform risk analyses, define and approve corrective actions, and establish priorities.
  • Develop strategies, plans, and programs for new initiatives and resolve complex schedule, financial, and business issues.
  • Plan, organize, and coordinate government compliance activities to meet objectives and schedules.
  • Apply and analyze accounting principles related to FAR, DEAR, and CAS to guide stakeholders.
  • Assist with CASB Disclosure Statement and Incurred Cost Submission preparation and analysis.
  • Maintain effective communication with DOE/NNSA, auditors, internal audit, and management on financial matters.
  • Identify and recommend process improvements and participate in cross-functional projects.

Experience Requirements:
  • Expert-level working knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulation (FAR).
  • Proven experience negotiating complex FAR and CAS issues with government agencies.
  • Previous experience with DCAA, GAO, OIG, or similar government auditing entities.
  • Expert proficiency with automated accounting, cost management, scheduling, and estimating systems.
  • Strong personal computer skills.
  • Practical experience with site business systems.
  • Demonstrated ability to develop baselines, WBS, milestone schedules, and spend plans.
  • Experience leading project controls, financial analysis, and planning and scheduling teams.
  • Advanced capability conducting complex financial and technical analyses and risk assessments.
  • Strong stakeholder communication and presentation experience with senior leadership.
  • 8+ years of government contractor accounting compliance experience (preferred).
  • Knowledge of Generally Accepted Accounting Principles (GAAP) (preferred).

Education Requirements:
  • Master's degree in business, construction management, technical, engineering, or related area and 15 years of practical experience.
  • Or Bachelor's degree in business, construction management, technical, engineering, or related area and 18 years of practical experience.
  • Or Associate's degree and 20 years of practical experience.
  • Or high school diploma and 22 years of relevant experience.
