Job Description

EPS Corporation is currently seeking a Senior Cost and Pricing Estimator to join our pricing/proposal team supporting the development of competitive and compliant cost proposals for United States Government contracts and subcontracts. This position reports directly to the Chief Operating Officer/EVP and serves as a key contributor in developing pricing strategies, leading complex proposal efforts, and ensuring accurate and compliant cost submissions for federal opportunities.

The ideal candidate is a highly analytical and detail-oriented professional with extensive experience supporting government proposal pricing, strong leadership capabilities, and the ability to manage multiple high-priority efforts in a fast-paced environment. This individual must be comfortable collaborating with executive leadership, program managers, contracts, finance, business development teams, subcontractors, and external partners throughout the proposal lifecycle.

This position can be performed remotely if desired.

Responsibilities
  • Lead the preparation and development of complex cost proposals in accordance with Government solicitation requirements, FAR/DFARS regulations, and company policies
  • Develop detailed cost estimates, pricing models, and Basis of Estimates (BOEs) for federal proposals and contract modifications
  • Analyze labor, material, subcontractor, travel, and indirect cost elements to ensure compliant and competitive pricing strategies
  • Prepare and review internal and external pricing sheets, cost volumes, and supporting documentation for proposal submissions
  • Partner with program management, contracts, finance, and business development teams to develop pricing strategies aligned with corporate objectives
  • Lead cost volume development activities and ensure compliance with solicitation requirements and cost realism standards
  • Support proposal fact-finding, and customer clarification requests
  • Provide guidance to proposal team members
  • Coordinate with subcontractors, vendors, and suppliers to obtain and evaluate pricing quotes and supporting documentation
  • Review Bills of Materials (BOMs), subcontractor proposals, and vendor quotes for completeness, accuracy, and reasonableness
  • Conduct labor market research and analyze salary survey data to support competitive labor pricing
  • Support post-award pricing activities including contract modifications, equitable adjustments, and program budget updates
  • Assist with development and continuous improvement of pricing tools, templates, policies, and standard operating procedures
  • Maintain organized proposal documentation and ensure audit-ready records are retained
  • Support strategic initiatives and special projects as assigned

Requirements

Required Qualifications
  • Bachelor's degree from an accredited college or university in Business, Finance, Accounting, Economics, or related field
  • 5+ years of experience in government contract pricing, cost estimating, pricing analysis, or cost accounting
  • Demonstrated experience leading pricing efforts for federal government proposals and competitive contract bids
  • Strong understanding of FAR/DFARS regulations, government procurement processes, and cost proposal compliance requirements
  • Advanced proficiency in Microsoft Excel, including complex formulas, pricing models, pivot tables, and data analysis
  • Strong analytical, financial modeling, and problem-solving skills
  • Excellent written and verbal communication skills with the ability to interact effectively with executive leadership and cross-functional teams
  • Proven ability to manage multiple proposal efforts and meet tight deadlines in a fast-paced environment
  • Strong organizational skills and exceptional attention to detail
  • Ability to work independently with minimal supervision while contributing effectively within a collaborative team environment
  • Flexibility to work extended hours as required to support proposal deadlines

Preferred Qualifications
  • Experience supporting DoD, federal civilian, or intelligence community contracts
  • Knowledge of cost realism analysis, indirect rate structures, and pricing strategies for various contract types
  • Familiarity with proposal pricing tools
