Description

The AV Architect-SME serves as the senior technical authority for audiovisual and video teleconference architecture supporting the SEC ISS contract. This role designs and governs enterprise AV/VTC solutions across conference rooms, collaboration spaces, and large venues, ensuring interoperability, reliability, and secure integration with SEC collaboration platforms such as Microsoft Teams Rooms and, per SEC ISS/PWS scope, Webex. The position leads architecture and optimization of live and recorded video streaming workflows for high-visibility events, including town halls and open/closed commission meetings. This role also drives AV standards, technical direction, and continuous service improvement aligned to SEC operational, SLA, and cybersecurity requirements.

PRIMARY RESPONSIBILITIES

Enterprise AV Architecture and Standards

- Serve as the lead subject matter expert for enterprise AV architecture across SEC-supported environments.

- Design end-to-end AV systems for conference rooms, collaboration spaces, and large event venues.

- Define and enforce AV engineering standards, reference designs, and interoperability requirements across hardware, control systems, and conferencing platforms.

- Present technical design decisions and implementation direction to Federal stakeholders for review and approval prior to execution.

Unified Communications and Platform Integration

- Lead integration of AV solutions with Microsoft Teams Rooms, Webex (as required by SEC ISS/PWS scope), and related unified communications services.

- Architect AV-over-IP and network-aware AV designs that align with SEC LAN/WAN/WLAN and VoIP environments.

- Partner with service desk, network, and operations teams to resolve escalated AV/VTC issues and prevent recurrence through permanent fixes.

- Develop and maintain AV technical documentation, SOPs, and operational runbooks to support consistent delivery.

Streaming, Events, and Media Engineering

- Architect and optimize secure, high-quality, low-latency video streaming workflows for enterprise broadcasts and live events.

- Provide technical leadership for AV/VTC execution of major SEC events at HQ and remote locations, including town halls and commission meetings.

- Oversee live audio/video direction, recording, post-production editing, and webcast delivery quality.

- Coordinate captioning and third-party accessibility support (for example, sign language services) to meet event requirements.

Operations, Security, and Continuous Improvement

- Oversee AV/VTC infrastructure lifecycle activities, including upgrades, modernization planning, and operational readiness validation.

- Implement proactive monitoring, incident response support, and root-cause remediation for AV service reliability.

- Ensure AV solutions comply with SEC change control practices and applicable cybersecurity/security requirements.

- Track AV service performance trends and contribute recommendations to improve SLA outcomes and user experience.

REQUIRED QUALIFICATIONS

Citizenship/Work Authorization: Must meet contract requirements.

Clearance: Ability to obtain and maintain SEC Public Trust (or higher if required).

Education: Bachelor's degree in a relevant field (for example, Information Technology, Computer Science, or Engineering).

Experience:

- 12+ years of experience in AV engineering or AV architecture in enterprise environments.

- Demonstrated experience designing and deploying complex AV/VTC solutions for conference rooms, collaboration spaces, and large venues.

- Experience integrating AV systems with collaboration and communications platforms and enterprise network infrastructure.

- Familiarity with AV security best practices for enterprise AV/VTC design, deployment, and operations.

Technical Skills:

- Core staffing-matrix skills: enterprise AV hardware (displays, codecs, DSPs, microphones, conference room systems).

- Core staffing-matrix skills: AV control systems (Crestron, AMX).

- Core staffing-matrix skills: Microsoft Teams and Microsoft Teams Rooms integration.

- Core staffing-matrix skills: video conferencing, video streaming, AV-over-IP architecture, and network integration concepts.

- Core staffing-matrix skills: troubleshooting and resolution of complex AV/VTC interoperability issues.

- Core staffing-matrix skills: AV standards development, documentation, and operational governance.

- PWS-derived contract-context capabilities: Cisco Webex integration and webcast/media-production workflows for SEC ISS event support.

PREFERRED QUALIFICATIONS

- Experience supporting AV/VTC services in a federal agency or similarly regulated enterprise environment.

- Experience supporting high-visibility executive, board, or commission-style live events with strict quality and timing requirements.

- Working knowledge of ITIL-based incident/problem management and service metrics in a ticketed operations model.

- Familiarity with accessibility support delivery for live events, including captioning workflows and vendor coordination.

- Experience leading large-scale, multi-site AV modernization programs across enterprise or federal environments.

- AVIXA CTS-D or CTS-I

- Crestron certification

- Microsoft Teams Rooms technical certification

WORK ENVIRONMENT / OTHER

Operational Support: May require participation in on-call or surge support activities depending on operational needs.

Location: On-site at SEC HQ, Washington, DC

Travel: As required per contract direction.
