Description

The Digital Modernization Sector at Leidos currently has an opening for a Deputy Program Manager. This position will provide support to the Department of Homeland Security (DHS). This includes providing Homeland Enterprise Information Technology Secure Services & Support (HEITS) for the continued operations and maintenance and evolution of the Homeland Secure Data Network (HSDN) and the Classified Local Area Network (C-LAN). The Deputy Program Manager will serve as the alternate to the Program Manager. The Deputy Program Manager will drive internal processes, resource alignment, and operational performance. The ideal candidate brings strong organizational and leadership skills, along with the ability to resolve complex challenges and ensure successful program execution. The Deputy Program Manager will be available to plan, direct, and control the overall management and operational functions specified herein during normal hours of operation, and during periods of no-notice emergencies, including localized acts of nature, accidents, and military or terrorist attacks.

TS/SCI Clearance Required. Must be able to obtain DHS customer approval (EOD)

Primary Responsibilities:
  • Financial Management: Monitor contract financials, including burn rates, labor expenditures, and ceiling burn, and financial status reports.
  • Program Execution: Manage the daily internal operations of the program, ensuring all activities align with program goals and contractual requirements.
  • Resource Management: Plan, organize, and allocate program resources effectively to meet operational needs and achieve deliverables. Develop workforce and staffing plans to ensure efficient use of resources.
  • Task Coordination: Collaborate with task and functional leaders, subcontractors, and support personnel to ensure seamless execution of program activities.
  • Problem Resolution: Address complex operational challenges by conducting thorough analyses and applying domain knowledge to develop innovative solutions.
  • Performance Monitoring: Track program performance metrics and ensure alignment with cost, schedule, and quality objectives. Identify risks and opportunities to improve program execution.
  • Communication: Serve as a key point of contact for internal teams and external stakeholders, providing updates on program status and influencing the adoption of new processes and approaches.
  • Leadership and Talent Management: Lead and manage multiple teams, providing guidance, mentorship, and direction to ensure high-quality results and efficient operations.
  • Compliance: Ensure adherence to program policies, procedures, and regulatory requirements, including ITAR, FAR, and DFARS.
  • Operational Reporting: Provide regular updates to the Program Manager and leadership on program progress, risks, and opportunities for improvement.

Basic Qualifications:
  • Bachelor's Degree in Information Technology, Computer Science, Information Systems, or a related field
  • Certification in Project Management from a recognized credentialing agency (PMP)
  • At least five years of recent/relevant experience providing performance-based program management on a contract managing networks and infrastructure engineering and operations, information assurance, and end user services, including work with multiple CONUS and/or OCONUS external stakeholders
  • Experience organizing, directing, and managing contract operation support functions involving multiple, complex, and interrelated project tasks
  • Experience effectively communicating at senior levels within a customer organization
  • Experience meeting with customer and contractor personnel to formulate and review task plans and deliverable items, and effectively execute in accordance with approved plans
  • Experience managing tools, purchases, and a demonstrated understanding of purchasing systems
  • Understanding of Earned Value Management, Knowledge of ITIL, Understanding of Agile/Dev-Ops, Knowledge of industry/government best practices
  • Familiarity with ISO-9001:2000 Familiarity with CMMI


Desired Skills:
  • Bachelor’s degree and 10+ years of prior relevant experience, or Master’s degree with 7+ years of prior relevant experience.
  • Experience in managing DHS Programs
  • 5+ years managing cost type task orders and performance-based contracts
  • Experience with Network Design/Operations
  • Experience with Infrastructure and End User Support and Operations
  • Experience with network-based software applications
  • Earned Value Management
  • ITIL Certification
