Northrop Grumman Space Systems-Missile Defense Integration offers an excellent opportunity for a Sr Principal Project Management - Enterprise Release Manager (26-211) to join our team of skilled and diverse professionals. Based in Colorado Springs, CO, or Huntsville, AL, this role is essential to supporting the U.S. President, the Secretary of Defense, and combatant commanders at the strategic, regional, and operational levels.
This position does not provide relocation assistance and requires on-site work with no remote options.
Position Overview:
The Command and Control, Battle Management, and Communications (C2BMC) program is the integrating element of the Missile Defense System. It is a vital operational system that enables the U.S. president, the secretary of defense, and combatant commanders at strategic, regional, and operational levels to systematically plan ballistic missile defense operations, collectively visualize the battle as it unfolds, and dynamically manage designated networked sensors and weapon systems to achieve global and regional mission objectives. C2BMC supports a layered missile defense capability that enables an optimized response to threats across all ranges and phases of flight. C2BMC is the force multiplier that globally and regionally networks, integrates, and synchronizes autonomous sensor and weapon systems and operations to optimize performance. C2BMC is an integral part of all system ground and flight tests that verify and exercise current and future missile defense system capabilities.

Primary Level Salary Range: $106,800.00 - $168,200.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

Essential Functions:
- Defines and maintains C2BMC release procedures (PR-PM-0090 C2BMC Release Procedure, PR-PM-0092 Field Change Request, and PR-PM-0093 Release Deployment Procedure)
- Ensures that all C2BMC products delivered to an external source comply with C2BMC release procedures
- Ensures ART/RMA Release Managers understand and comply with C2BMC release procedures
- Generates and reports release metrics
- Reviews and authorizes the external delivery of all C2BMC releases
- Ensure that all releases have successfully completed unit-level, ART-level, and Solution-level integration testing with sufficient Objective Evidence prior to authorizing the release
- Provides final quality check before authorizing a C2BMC release
- Oversee administration and data integrity for the release tracking tool, which tracks releases from identification through on-site installation
- Interfaces with Solution Chiefs to ensure all required releases are identified, with defined content and a need date
- Interfaces with the C2BMC Integration Team and the CM organization to identify needed support for upcoming releases
- Communicates release requirements to internal and external stakeholders and provides training
- Solicits feedback from internal and external stakeholders and incorporates improvements into C2BMC release procedures
- Authority to approve external delivery of C2BMC releases
- Authority to define and enforce C2BMC release processes and procedures
- Accountable to the Chief Engineer to ensure all changes to the technical baseline are released IAW program procedures
- Proven Development Leadership on a Large-Scale Software Program
- Experience with multi-domain Command and Control Systems
- Proven ability to shape, adapt, and align customer needs with overall program objectives in a rapidly changing environment
- Demonstrated proficiency in the Systems Engineering discipline, including experience managing software development
- Experience as a customer advocate and experience working with a multi-faceted, multi-company contract
Basic Qualifications:

- A Bachelor's Degree in Software Engineering, Systems Engineering, Aerospace Engineering, Computer Science, Mathematics, Physics, or a related field from an accredited university, along with 8 years of experience; or a Master's degree in a related field with 6 years of relevant work experience; or 12 years of relevant work experience may be considered as an alternative to a degree
- Applicants must have a current, active in-scope DoD-issued Secret security clearance at the time of application, which is required to start with the ability to obtain Top Secret clearance
- Willingness to travel 10% of the time for business needs
- Broad experience across more than one engineering discipline (e.g., Systems Engineering, Software Engineering, Networking, Cybersecurity, Modeling and Simulation, or Integration and Test)
- In-depth understanding of the full System Development Life Cycle and best practices for complex, software-intensive systems
- Experience with Configuration Management concepts and practices
- Familiar with modern release management practices, including Continuous Integration/Continuous Delivery
- Experience with Agile methodologies and execution of Agile programs
- Ability to coordinate across development teams, QA, CM, and deployment to identify release requirements
- Experience defining, reporting, and analyzing engineering metrics to improve the timeliness and quality of the capability delivered to the end user
- Technical expertise and ability to develop and drive a vision, strategy, and execution approach for external customers, leaders, and development teams both within and external to organizational boundaries
- Ability to leverage data to drive results and measure performance
- Experience with the development life cycle and with adapting to emerging digital technology for requirements, hardware, software, firmware, product, system, integration, test, and operations
- Knowledge and experience with Earned Value Management in an Agile program
- Experience in writing BOEs and submitting Engineering Change Proposals within a DoD context
Preferred Qualifications:
- Applicants with a current, active in-scope DoD-issued Top Secret security clearance at the time of application are highly preferred
- Experience in product development life cycle logistics, including knowledge of build paradigms, merge request processes, and dependency and artifact management
- Experience managing complex deliveries, including creating release documents, managing multiple baselines, and handling electronic delivery
- Experience with the Missile Defense Agency (MDA) and the Missile Defense System (MDS)
- Experience with Agile tools (Jira, Confluence, Git, GitLab, etc.)
- Have strong written and oral communication skills
