Description:Global Regulatory Affairs & Public Policy (GRA&PP) develops and implements regulatory, licensing, and policy strategies for Lockheed Martin Corporation to enable and maintain key business programs and corporate initiatives.
As the Regulatory Engineering Senior Manager, primary responsibility will be to
• Represent the corporation on international and domestic spectrum regulatory matters, including on US delegations and advisory committees, and in trade associations,
• develop corporate positions and advocacy strategies on technical and spectrum regulatory matters, including as inputs into active federal and relevant foreign regulatory proceedings,
• provide technical / spectrum / orbital analysis and guidance in support of business pursuits and strategies
• provide critical analysis of and shape technical studies,
• manage technical support work of engineering subcontractors,
• work closely with business areas to identify impacts of technical regulatory proposals, and
• shape U.S. and international activities on spectrum studies and treaty spectrum positions.
Leader will also be required to represent LM within various industry associations to contribute toward consensus industry-wide positions and goals.
This is an on-site (4 days per week) position located at our Crystal City, Arlington facility. This position is also on a 9/80 schedule, with every other Friday off, as business allows.
Basic Qualifications:
Bachelor's degree in an engineering discipline from an accredited institution.
• Demonstrated experience in participating in ITU-R working parties and WRCs.
• Familiarity with NTIA Radiocommunication Conference Subcommittees and/or FCC WRC Advisory Committees and US proposal process.
• Experience applying the NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management, FCC Rules in Title 47 of the Code of Federal Regulations, and the ITU Radio Regulations.
• Ability to concisely explain complex subjects and issues to executive leadership and obtain support for solutions.
• Negotiation and decision-making skills
• Multi-tasking is often required with need to be able to shift priorities on a given day.
• Ability to work both autonomously and collaboratively within the team, across the corporation, and with industry partners.
• Minimum requirement of Secret clearance with eligibility for Top Secret/SCI.
Flexibility to travel internationally for ITU and regional meetings.
Desired Skills:
Advanced degree (M.S.) in a relevant engineering field or public policy preferred.
• Experience with link budgets and interference assessments.
• Experience with demonstrating technical compliance with FCC, NTIA, and ITU Radio Regulations.
• Experience with preparing technical spectrum applications to be filed with NTIA or the FCC.
