Duties
Operating with significant autonomy, the incumbent conducts in-depth analysis of business processes and data management requirements for various programs within the Services department. They are responsible for a unified set of activities that includes continuously collecting data on, assessing, and mitigating risks, while driving data stewardship initiatives that result in valuable benefits and limited data redundancy across all Non-Appropriated Fund Instrumentality (NAFI) IT enterprise systems. Key responsibilities include architecting, designing, developing, and deploying robust custom business applications using low-code/no-code platforms to improve efficiency and automate manual processes. The specialist will also build, maintain, and publish sophisticated interactive dashboards and reports using modern business intelligence (BI) tools, providing actionable insights to support data-driven decision-making. They will implement and help enforce data standards, policies, and procedures to ensure data integrity and security across all supported programs. This role requires leading consultations with program managers and end-users to gather and define requirements, translating ambiguous needs into functional specifications. The specialist will connect to diverse data sources, perform complex data transformation and modeling, provide advanced end-user support and troubleshooting, and own the creation and maintenance of solution documentation. All work requires the incumbent to design and execute thorough testing and quality assurance protocols to ensure the accuracy, reliability, and usability of developed solutions. The specialist proactively analyzes ongoing projects, provides strategic recommendations, resolves complex technical problems, and implements technological advancements. They are responsible for interpreting and ensuring the application of DAF and DoD policies and conducting feasibility studies to evaluate and improve upon existing technologies.

Specific experience with Microsoft Power Apps and Microsoft Power BI is highly desirable.

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Advanced skill and a proven ability to independently architect and develop solutions with low-code/no-code platforms and create insightful reports with modern business intelligence tools. Familiarity with other platforms (such as ServiceNow App Engine, Salesforce Platform, or Google AppSheet) or BI tools (like Tableau or Qlik) is also beneficial. Must have excellent communication and interpersonal skills, with a proven ability to provide consultative support to stakeholders, guide them in defining requirements, and mentor junior team members.

- This position requires the incumbent to complete a secret background investigation with favorable results.
- This position requires that the incumbent be a U.S. Citizen or a Legal U.S. Resident for a minimum of 3 years.

- Must be able to obtain and maintain a Cyber Security Certification/IA Certification within 9 months of appointment.
