Duties
The Director of Financial Management provides executive leadership, authoritative fiscal counsel, and strategic oversight for Air Force and Space Force installation and mission support (I&MS) resourcing, ensuring mission requirements are integrated and advocated within the Department of War (DoW) budgeting processes.
The incumbent provides executive vision and leadership for strategic and operational activities, formulating resourcing policies that integrate Air Force and Space Force enterprise-wide installation and mission support requirements. By collaborating with senior leadership at the corporate level, the Director ensures that these requirements are centrally advocated through existing programming and budgeting processes. A primary focus is placed on managing the daily execution of financial and human resources while developing innovative methods to streamline operations and reduce costs, thereby enhancing overall mission effectiveness.
The Director leads subordinate organizations and provides critical counsel to the Commander on the feasibility of proposed actions, ensuring sound resourcing practices are maintained throughout the Center. A key component of this role is directing the Cost and Operations Analysis cadre to conduct independent assessments aimed at increasing business efficiency. These efforts support the Program Objective Memorandum (POM) and budget submissions while facilitating resource trade-off decisions. Additionally, the incumbent oversees the execution of all financial operations, including military, civilian, and travel pay, ensuring mission needs are managed in coordination with Installation Commanders and MAJCOM senior leaders.
Serving as a principal technical advisor, the incumbent supports AFIMSC Directorates, Detachments, and Primary Subordinate Units (PSUs) by implementing policies for managing corporate resourcing information. The position involves solving highly complex managerial problems and reviewing plans to ensure resources are utilized effectively. The Director champions the development of standard procedures, tools, and practices to enhance mission execution while maintaining currency on all policies and directives issued by the DoW, Air Force, and other Federal Government agencies.
The position establishes and maintains professional and technical standards through subordinate supervisors, overseeing the selection and career development of key personnel for senior-level positions. The Director organizes workshops and action groups to enhance the competence of the financial management and cost/operations analysis communities. Furthermore, the incumbent ensures that personnel requirements are met through targeted training and provides opportunities for Professional Military Education (PME) commensurate with increasing levels of responsibility and teamwork.
As a primary advisor and confidant to the Center Commander, the Director is integrally involved in strategic planning, resource allocation, and continuous business process improvement. The incumbent provides authoritative fiscal advice, develops official resourcing positions, and has the authority to commit AFIMSC to specific courses of action. Beyond internal duties, the Director represents the Center in high-level meetings with DoW components, industry partners, and the academic community, while improving organizational interfaces between AFIMSC and outside agencies like the Air Staff and the Office of the Secretary of Defense.

TQ1. The position requires an expert knowledge of integrated business disciplines including planning, programming, budgeting, and execution. In addition, a demonstration of a thorough understanding of military installation operations; preferably, but not exclusively, Air Force and Space Force installations, is desirable. The incumbent is required to exercise a high degree of initiative and possess the ability to make independent decisions.
TQ2. The incumbent must also have the ability and professional stature to support and defend, as well as influence, program and policy decisions at the highest levels of the government and industry. Because the incumbent frequently participates in briefings, conferences and studies at high levels, a marked degree of oral and written communication skills is essential.

- Position requires travel under conditions specified in the DoW Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.

- An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
