FINANCIAL MANAGEMENT ANALYST

Duties
Help

• You will be required to have knowledge of budget review, analysis, and execution in support of day to day operations.
• You will provide technical guidance and instruction to Resource Management Analysis (RMAs).
• You will compile and manage, with guidance, budgetary data in order to prepare recurring monthly, quarterly and ad hoc execution report for HHQ review with suspense deadlines.
• You will prepare, with assistance, annual budget submissions (BES, ABES, Mid-year supplemental, Certified Obligations, and ad hoc requests).
• You will perform trend analysis, rates of expenditures, and comparisons of actual performance to the financial plan, historical data and identification of variance to ensure the balance is maintained among assigned programs.

• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Financial Management Level l certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

GS-09 :
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: identifying, analyzing and resolving a range of budgetary problems and developing alternative solutions; and interpreting the impact of and planning for financial/budgetary and program changes.

GS-07:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting in identifying, analyzing and resolving a range of budgetary problems and developing alternative solutions; and interpreting the impact of and planning for financial/budgetary and program changes.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related

GS-07:
1 full year of graduate level education
or
superior academic achievement
