The NT-05 salary range shown in the announcement represents all of the positions within the band, including high-grade positions. This is not a high-grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $156,715).
- You will analyze both program effectiveness and efficiency of the management of contracts supporting the USW Combat Systems portfolio or programs.
- You will analyze, evaluate, and implement changes as required to ensure the effectiveness of program operations in meeting established goals and objectives.
- You will monitor contracts through completion, conduct quality assessment on purchase requisitions (PR) and tracking systems, and work directly with the department Technical Department Acquisition Advocate through award of contract action.
- You will assist, evaluate, and advise the Requirements Generators and Contracting Office Representatives (COR) on all methods, processes and procedures for assessing contract development or execution and provide recommendations for improvement.
- You will discuss contract modification issues (funding, tasking, or manpower) with contractors and various agency or activity personnel.
- You will prepare management briefings/presentations to provide program status or accomplishments and write briefings to recommend actions or solutions to decision makers.
- You will generate requisition packages and track their progress through the procurement cycle.
- You will support department contract planning and post award contract administration functions.
- You will develop lifecycle cost and analyses and provide support for contractual data calls both internal and external to Division Newport.
- You will analyze and develop (write) technical statement of work package documentation.
- You will review proposed contractual actions for conformance with regulatory requirements and procurement practices.
- You will review and apply acquisition regulations and laws to monitor contractor performance to ensure compliance with contract terms.
- You will provide guidance to internal customers concerning a variety of contract performance inquiries.
- You will analyze current and future program requirements to prevent potential shortfalls.
- You will establish quality assurance or business metrics to ensure operational objectives are met, including the review of contract files, contract deficiency reports or other policy documentation to ensure compliance with contracting provisions.
- You will record contractor performance information using an automated system (e.g., Contractor Performance Assessment Reporting System (CPARS)).
- You will assist, evaluate and advise the requirement generators and CORs on proposed changes in the methods, process and/or procedures associated with Enterprise Resource Planning (ERP) purchase requisitions for their impact on program operations.
