Overview
The Virginia Department of Transportation (VDOT) Information Technology Division is seeking an experienced Project Manager to lead and deliver complex enterprise IT initiatives supporting critical business and technology operations. This role will oversee multiple project workstreams, coordinate cross-functional teams, and ensure successful project delivery within aggressive timelines while adhering to VDOT and VITA governance standards.
Application
Qualified candidates must possess an active PMP certification through PMI or a VITA Project Management certification. No other certifications will be accepted. Candidates must be willing and able to work onsite 2–3 days per week in Mechanicsville, Virginia. This position requires both phone and in-person interviews as part of the selection process.
A fingerprint-based background check is required prior to onboarding.
Job Description
The selected Project Manager will serve as a hands-on leader responsible for managing the full project lifecycle of complex IT initiatives within the Virginia Department of Transportation’s Information Technology Division. Working under the direction of the program manager, this individual will coordinate technical teams, business stakeholders, vendors, and consultants to ensure projects are delivered on time, within budget, and aligned with Commonwealth and agency project management standards.
This role requires strong leadership, communication, and organizational skills, along with deep experience in Agile and Waterfall methodologies. The ideal candidate will bring a balance of technical understanding and business acumen to effectively guide project execution, facilitate collaboration, manage risks, and support operational success across multiple teams and stakeholders.
Responsibilities
Project Management & Delivery
Lead and manage complex IT projects through all phases of the project lifecycle, including initiation, planning, execution, monitoring, and closeout
Develop and maintain project plans, schedules, budgets, deliverables, milestones, and resource allocations
Ensure projects are delivered on time, within scope, and within budget while meeting organizational objectives
Define project metrics and provide regular status reporting to leadership and stakeholders
Manage project risks, dependencies, and issue resolution activities
Technical & Operational Support
Partner closely with development teams and business stakeholders to support successful implementation of technology solutions
Analyze and translate business requirements into technical specifications and actionable project tasks
Support system analysis, design, development, testing, troubleshooting, and implementation efforts
Facilitate documentation of requirements, use cases, test plans, and testing objectives
Assist with system and application training initiatives as needed
Stakeholder Communication & Collaboration
Coordinate with VDOT and VITA Project Management Offices to ensure compliance with governance requirements and project management standards
Communicate timelines, expectations, priorities, and project updates to technical and non-technical stakeholders
Collaborate with vendors, consultants, contractors, and procurement teams to support project execution and contract management activities
Facilitate meetings, workshops, and cross-functional discussions to drive project alignment and decision-making
Administrative & Reporting Duties
Maintain accurate project documentation, status reports, schedules, and communication plans
Utilize Microsoft Project and Microsoft Office applications to track progress, manage resources, and produce reports
Support reporting and custom data analysis using standard IT application tools
Ensure adherence to organizational policies, procedures, and compliance standards
Requirements
Minimum Qualifications
Active Project Management Professional (PMP) certification through PMI OR VITA Project Management certification required
Minimum 15 years of experience managing large-scale IT projects
Minimum 5 years of experience with Agile and Waterfall project management methodologies
Strong understanding of software development lifecycle (SDLC) models
Minimum 5 years of experience using Microsoft Office products including Word, Excel, Outlook, Visio, PowerPoint, Access, and Project Server
Experience with Microsoft Project software and Microsoft SharePoint
Ability to analyze and translate business requirements into system specifications
Strong written and verbal communication skills
Experience supporting system analysis, design, development, testing, and troubleshooting activities
Bachelor’s degree required
Ability to interact effectively with customers, technical teams, and business stakeholders
Must be able to work onsite 2–3 days per week in Mechanicsville, VA
Must successfully complete a fingerprint-based background check
Must participate in both phone and in-person interviews
Must be legally authorized to work in the United States without employer sponsorship, now or in the future
Preferred Qualifications
Agile Scrum Master certification
Experience working within VDOT ITD environments
Additional experience balancing business and technical leadership responsibilities within technology teams
