Job Description

Duties

  • You will serve as a leader as well as an appointed Contracting Officer's Representative responsible for ensuring that all necessary actions for effective execution of valid government requirements via contract vehicles are accomplished.
  • You will be appointed as Contracting Officer's Representative on service and supply contracts awarded by Contracting Officers from within NAVSEA, as well as a variety of other federal agencies.
  • You will drive the Acquisition Team by coordinating and leading scoping meetings, assigning roles and responsibilities, ensuring realistic planning goals and objectives are established, ensuring adherence to schedule, and monitoring progress.
  • You will provide guidance and make recommendations when conducting market research and developing procurement package documents, including performance work statements, independent government estimates, justifications, certifications, etc.
  • You will provide proper and appropriate oversight of Contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions.
  • You will be responsible for identifying potential or actual unauthorized commitments to the Contracting Officer, and providing sufficient details and investigative support as necessary to adjudicate the process.
  • You will ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, and work plans, products and services.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to work onboard ships
  • You will be required to climb ladders and scaffolding.
Qualifications

GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Facilitating post-award contracts by analyzing acquisition plans, evaluating contractor proposals, and monitoring work and cost in order to manage contract performance, ensure contract compliance, and execute delivery of goods and services for an organization.
