Job Description

Duties

  • You will manage NETC Safety and Occupational Health Program: implement domain-wide proactive SMS, create overarching policies, and ensure subordinate command safety plan compliance.
  • You will manage and conduct triennial Safety and Occupational Health Management Evaluations (SOHMEs) for subordinate commands, analyzing key performance indicators to identify systemic trends and enhance system resilience.
  • You will support domain mishap investigations and Class A/B Standing Board. Identify root causes, develop preventative actions, and advise on investigations to close out mishap/hazard recommendations domain wide.
  • You will be the principal technical advisor to leadership on NETC SOH Program and SME on High-Risk Training Safety (HRTS). Guide integration of advanced risk management across all operations.
  • You will oversee HRTS programs via formal evaluations and data monitoring. Ensure program effectiveness and eliminate systemic hazards per overarching instructions.
  • You will supervise a geographically dispersed team of civilian safety professionals by assigning work, setting priorities, evaluating performance, and providing ongoing remote coaching and mentorship.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrating expert-level application of Safety and Occupational Health (SOH) laws, OSHA regulations, and DoW/Navy instructions to manage and evaluate comprehensive SOH Programs. This also includes: applying hazard control techniques to high-risk environments; leading complex, formal mishap investigations utilizing root-cause analysis and safety reporting systems to implement hazard abatement strategies; conducting formal programmatic safety evaluations (i.e,., SOHME, HRTSE, or other oversight inspections) to measure compliance and analyze leading/lagging safety metrics; and formulating SOH policies and technical training while serving as an authoritative SOH advisor to leadership on risk mitigation and SOH program health.
