Job Description

Duties

Assists in delivering, planning and evaluating programs for individual and group military personnel while in port. This includes personnel on ships that are homeported, personnel on ships that may stop at the port for other reasons, as well as forward deploying units. Coordinates and oversees activities with personnel assigned to various afloat and forward deployed commands. Oversees and monitors program and equipment changes in the private sector to ensure that the state of the art equipment and programs are obtained, utilized and provided for participants. Continuously evaluates the effectiveness of activities and equipment. Responsible for coordinating shipboard and instructing fitness equipment repair training classes for the shipboard community while in port. Demonstrates proper use of fitness equipment. Installs, maintains, trouble shoots, diagnoses problems, calibrates, tests and maintains fitness equipment at the duty location as well as ships while in port. Establishes and completes a preventative maintenance and fitness equipment repair schedule. Provides guidance to afloat personnel assigned on preventive maintenance and repairs that need to be conducted while the ship is out of port. Maintains and purchases in-stock inventory for equipment repair parts in excess of $100,000. Responsible for higher level repairs and maintenance with product manufacturers as required. Assists the Deployed Forces Coordinators and Operations Manager in sponsoring additional recreation programs for individual ships, squadrons, groups or ships in port.Provides budgetary input, maintains records and files and assists with all aspects of management correspondence. Provides input for reports as required by the Deployed Forces Operation Manager and higher authority. Maintains an up to date library of references and resource materials. Assists with developing, revisions, amendments and changes to local standard operating procedures and disposes of files, records and directives that are obsolete.

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Position has been designated non-critical sensitive. As a position of trust and ITII position, employment is conditional on the successful competition of an Access National Agency Check (ANACI). Position requires eligibility for a secret clearance.
  • Must complete the Deployed Forces Afloat Recreation Management Course.
  • May be required to submit to a physical examination to verify fitness for duty at a military medical facility as part of the medical surveillance program.
  • Must possess and maintain a valid state driver's license, as the incumbent will be required to travel to other work sites within the region in performance of normal duty.
  • This position is subject to an irregular tour of duty which may include weekends and holidays.
  • The incumbent is required to have an adequate level of physical fitness as it requires considerable walking, standing, kneeling, bending, pushing, pulling, climbing, reaching and lifting of objects weighing up to 45 pounds, unassisted.
  • Administration assignments are typically performed in an office setting with adequate lighting and ventilation.
  • This position requires regular shipyard visits exposing the incumbent to temperatures ranging from 10-110 degrees, as well as noise levels which can exceed 85 decibels.
  • May be assigned to areas where potentially harmful physical and chemical agents are present. If PPE is issued, it must be worn appropriately.
Qualifications

A Bachelor's Degree in Recreation, Leisure Studies, Exercise Science, or related field is preferred but may be substituted by an equivalent combination of education, training, and experience.

Must possess a minimum of two years documented experience in the principles, concepts and techniques of maintenance for related equipment with sports and fitness programming and facility management.

Knowledge of the range of activities and services of participant needs and of the methods and processes involved in a typical and conventional basic program that supports the needs of the military personnel assigned to ships.

Must possess strong knowledge of Navy physical fitness standards and be able to adapt standards to local applications with wellness of entire population being of primary concern.

Skill in effectively managing the financial and physical resources involved.

Knowledge and ability to evaluate, trouble shoot and pinpoint maintenance problems on fitness equipment and perform tasks or steps necessary to correct the problems or advise other maintenance technicians to be able to maintain fitness equipment at the full performance level.

Ability to prepare and conduct briefings and fitness equipment repair training sessions.

Ability to communicate effectively, verbally, and in writing to provide positive customer service.

Education

A Bachelor's Degree in Recreation, Leisure Studies, Exercise Science, or related field

an equivalent combination of education, training, and experience.
