Job Description

Duties

The primary purpose of this position is: To serve as Associate Chief, Force Planning Integration Division, in AF/A8XI, A5/8, DCS Strategic Plans and Requirements. With the full scope of responsibilities for directing the activities of the Division, and assist all facets of the operating division, and in the Chief's absence, possess the same authority and prerogatives. Additionally serves as the Senior Program Analyst in the division, and provide expert guidance and advice to Air Force headquarters staff and major command activities.

DUTIES:
1. Associate Division Chief is Responsible for Planning, Organizing and Overseeing the Activities of the Division. Maintains a current schedule of senior-level meetings/topics and refines USAF processes for support of these meetings. Assist the Division Chief with A8XI's day-to-day operations. Directly supervise civilian, military and contractor personnel to excellence and mission success through leadership and mentoring.
2. Shares Responsibility with the Division Chief to Develop Processes that Institutionalizes Air Force Long-Range Strategic Planning. Encourages, captures and integrates innovative thinking and generates a coherent strategic vision for the Air Force articulating contributions of the future defense needs of the nation.
3. Ensure resource allocation options comply with OMB, SECDEF, SECAF and CSAF guidance and directives. Evaluates options and viability against defense strategies for accuracy, agility and executability. Applies expert analytical and evaluative skills to determine actions necessary to support a variety of major missions and operational plans.
4. Presents briefings to the CSAF and SECAF and Senior Leaders; briefings may be controversial. Effectively represents the organization in senior level meetings and conferences. Chairs and/or host meetings to provide recommendations and make decisions to resolve long range strategic planning concepts and positions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes expert knowledge of operations, air, space and cyber concepts, facilitating technologies and methods, and ability to apply this is knowledge to lead and facilitate the definition/negotiation/execution of joint agreements in support of full spectrum operations; Thorough and comprehensive knowledge of national security strategy and structure, military tactical and strategic operations, operations plans and orders relevant to air, space and cyber operations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Department of Defense Planning, Programming, Budgeting and Execution (PPBE) process, principals and techniques, and the Department of the Air Force policies, procedures, and schedules for developing annual Strategic Planning Guidance(SPG), Plan to Program Guidance (PPG), Air Force Strategy, and the Strategic Master Plan. Recognized as the authority in the analysis and integration of Air Force resource allocation plans, integration AF priorities and planning choices implementation.
2. Knowledge of methods for developing planning forecasts, cost projections and requirements determination ; program goals and objectives, and the sequence and timing of key operational events milestones, and methods of evaluating the effectiveness of planning actions.
3. Knowledge of the mission, roles, functions, organizational structures and operations of DoD and Air Force organizations to provide Service level staff guidance to establish funding and resource allocation levels to major commands, field agencies and subordinate installations.
4. Ability to supervise, mentor, analyze, plan, evaluate the staff, organize, adjust and direct the workload and functions or the division staff.
5. Ability to communicate clear, concise and effectively with technical accuracy both orally and in writing

2. The incumbent must be able to obtain and maintain a Special sensitive Clearance.
3. Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
4. Drug Test requirement was modified to comply with AFI 44-107 Air Force Civilian Drug Demand Reduction Program, 7 April 2010.
5. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
6. "This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager. Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment. This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled."
