Job Description

The Project Control Analyst is a strategic driver of financial performance and operational excellence across complex government contracts. In this high-impact role, you will lead the full financial lifecycle of projects from contract setup in NetSuite through subcontractor financial management, invoicing, reporting, and compliance oversight.

This position is ideal for a GovCon finance professional who thrives in fast-paced environments, understands the critical importance of accuracy and accountability, and brings deep expertise in ERP systems, project controls, and federal contracting compliance. The successful candidate will play a key role in ensuring projects remain financially sound, operationally efficient, and aligned with contractual and regulatory requirements while partnering closely with leadership, program teams, and external stakeholders to support mission success.

Responsibilities

Project Setup & System Management (NetSuite)

  • Lead the setup of new projects in NetSuite, ensuring alignment with contract terms, funding structures, and revenue recognition requirements
  • Establish project structures, including work breakdown structures (WBS), cost categories, billing schedules, and revenue rules
  • Maintain project master data, including updates to funding modifications, period of performance, and contract ceilings
  • Partner with Program Management teams to ensure accurate system configuration
  • Continuously improve NetSuite workflows and processes related to project accounting and reporting


Project Financial Oversight

  • Monitor project financial performance, including budgets, actuals, forecasts, and variances
  • Support program managers with financial analysis, burn rate tracking, Estimate at Complete (EAC) and cost projections for monthly reports and as needed
  • Ensure costs are properly allocated and compliant with FAR, CAS, and other applicable regulations
  • Assist in project closeout activities, including reconciliation and final reporting


Subcontract Management

  • Coordinate with Procurement and Contracts teams to onboard and manage subcontractors within NetSuite
  • Set up Purchase Orders and subcontract records and ensure proper linkage to prime contracts/projects
  • Track subcontractor funding, invoices, and deliverables against contractual terms
  • Review and validate subcontractor invoices for accuracy, allowability, and compliance
  • Monitor subcontractors spend against obligated funding and alert stakeholders to potential overruns


Billing & Invoicing

  • Prepare and process customer invoices in accordance with contract type (e.g., Cost Plus, T&M, Fixed Price)
  • Ensure invoices comply with government requirements, including supporting documentation and backup
  • Manage billing schedules, milestones, and submission deadlines
  • Collaborate with Accounts Receivable to track invoice status, collections, and aging
  • Support audit requests related to billing and revenue recognition


Compliance & Audit Support

  • Ensure adherence to government contracting regulations (FAR, DFARS, etc.) and company policies
  • Maintain audit-ready documentation for project setup, billing, and subcontractor management
  • Support internal and external audits, including DCAA audits
  • Assist in implementing and maintaining internal controls over project financial processes


Cross-Functional Collaboration

  • Work closely with Program Managers, Contracts, Procurement, Business Development, and Finance teams
  • Support process improvements and system enhancements across project accounting functions


Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field
  • 3-7+ years of experience in project accounting or project controls, preferably in a government contracting environment
  • Hands-on experience with NetSuite ERP (required)
  • Experience working with subcontractors and managing subcontract financials
  • Familiarity with FAR, CAS, and DCAA audit requirements
  • Strong understanding of government contract types and billing requirements
  • Strong analytical and problem-solving skills
  • Ability to work independently
  • High attention to detail and accuracy
  • Ability to manage multiple projects and deadlines simultaneously
  • Advanced Excel skills (pivot tables, lookups, financial modeling a plus)
  • Excellent communication and interpersonal skill
  • Experience supporting audits or compliance reviews a plus

Salary Range

$60,000 - $80,000 per year This pay range is a general guideline and not a guarantee of specific compensation or salary.
