The Mission Engineering Study Team Lead is the coordinator of a dynamic team that supports major systems acquisition, research, and engineering on behalf of the Office of the Secretary of War at the Pentagon and Mark Center offices. This position involves supporting the Office of the Undersecretary for War for Research and Engineering Mission Engineering and Integration Activity (MEIA) Division. This critical contract position leads and conducts mission engineering analysis, and integration activities. We are looking for people with management expertise who can produce objective insights and analytic justification that will be used to inform future technology and capability investment decisions within the Planning, Programming, and Budgeting Execution (PPBE) process. These mission engineering studies provide the analytical rigor used to deliver modernized capabilities that enable an all domain joint force aligned with future Joint Warfighting Concepts. Our team constructs, manages, and conducts discrete mission engineering and analysis study tasks to evaluate the efficacy of legacy architectures and new technologies and capabilities applied in new mission concepts of employment to meet evolving joint mission objectives.

You will be part of a team responsible for highly consequential engagements with stakeholders impacting national security and the defense capabilities of the United States. You will work closely with customers and other Serco teams to deliver quality solutions, recognized by DoW and industry as outstanding contributions in engineering program and risk management across the Defense enterprise.

In this role, you will:
  • Execute the Mission Engineering Study Scoping and Design. Define the objectives, boundaries, assumptions, and critical metrics of mission engineering studies to ensure alignment with the National Defense/War Strategy and to address Joint Operational Problems.
  • Ensure Threat Modeling Integration. Incorporate validated adversary capabilities, intelligence products, and threat trajectories into study scenarios to ensure realistic conditions.
  • Lead Cross-Functional Teams. Direct multi-disciplinary teams consisting of systems engineers, military operators, intelligence analysts, and data scientists across Joint and Service components.
  • Provide oversight for Operational Architecture Development. Develop and incorporate complex mission threads, kill webs, and operational architectures using standard frameworks (e.g., SySML, UAF) into the studies.
  • Orchestrate Modeling and Simulation (M&S). Oversee the execution of M&S environments (such as AFSIM or ITASE) to evaluate System-of-Systems (SoS) performance within highly contested operational environments.
  • Assess Technologies and Alternative Solutions. Evaluate the operational utility of emerging technologies, advanced prototypes, and conceptual systems in closing identified capability gaps
  • Perform Data Analysis and Synthesis. Synthesize quantitative outputs from simulations with qualitative insights from Subject Matter Experts (SMEs) to form coherent operational assessments.
  • Engage Stakeholder Community. Interface continuously with the Office of the Secretary of War (OSW) organizations, Joint Staff, Combatant Commands (CCMDs), and Military Services to validate operational relevance and operational constraints.
  • Generate Recommendations from Study Results. Translate analytical findings into actionable recommendations for USW(R&E) leadership regarding prototyping, technology transition, or acquisition funding.
  • Prepare Executive Reports and Briefings. Author comprehensive final study reports and deliver high-level briefings to senior Department of War executives and Flag/General Officers.

To be successful in this role, you will have:
  • Master's degree (or higher) in Systems Engineering, Operations Research, Aerospace Engineering, Data Science, or a related STEM discipline (or appropriate work experience).
  • Active DoD Top Secret clearance with SCI Eligibility.
  • U.S. Citizenship is required for this position
  • 15 years in Engineering, with a focus on Systems Engineering and Operational Analysis and time supporting any Department of War organization.
  • Proven experience managing large, multi-disciplinary analysis teams
  • Experience working with Military Services and Combatant Commands to address operational problems.
  • Track record of developing and leading study teams and producing executive-level products resulting in acquisition decisions.
  • Up to 10% travel
