Enterprise Architect
Location: Reston, VA / HYBRID
Clearance: Active TS/SCI or SCI Eligible.
Certification: IAT Level I/II/III
Enterprise Architect to support a mission critical Department of the Air Force C3BM/ABMS program. This lead engineering role applies advanced engineering and network principles to solve unusually complex problems and supports the development, evaluation, and implementation of secure WAN/transport solutions. Embedded within the mission team, you will translate operational and cybersecurity requirements into recommendations and implementable work packages for field deployment across classified and unclassified environments. Deliverables to the Chief Engineer and technical engineering will include HLD/LLD, design review packages, diagrams, and assist with Bills of Material and configuration templates when requested to do so.
This is a HYBRID position, with initial work conducted in contractor-provided facilities in Reston, VA. The Enterprise Architect will collaborate closely with the office of the Chief Engineer to assist in the design secure regarding WAN/transport connectivity and deliver implementation-ready work packages for field deployment.
Key Responsibilities:
WAN Architecture & Design Engineering
• Provide WAN/transport design recommendations to SAIC for mission networks, including site connectivity, segmentation, resiliency, and performance engineering across classified and unclassified enclaves.
• Provide recommended engineering requirements, interface definitions, and implementable WAN designs (regarding L0 circuit configurations to include providing CLLI circuit route options, available across CONUS and OCONUS locations). Other recommendations may optionally include routing, addressing, QoS, encryption, and boundary protection -though not specific at this time.
• Provide customer with optimized WAN transport design recommendations and options utilizing Optical Transport Network (OTN) and ITU-T standards such as G.709, G.798, and G.872. MPLS/IP, Ethernet, VPN/IPsec, SDWAN, and modern secure access patterns (SASE/SSE) where applicable.
• Propose WAN work package options to technical leadership so that engineering trades can be applied prior to design and implementation by teams. /FSRs: HLD/LLD, logical and physical diagrams, IP plans, L0 routing/QoS policies, security boundary requirements, BOM/part lists, rack elevations (when applicable), configuration templates, and interface cut sheets.
• Assist Chief Engineer in the development of Methods of Procedure (MOPs), implementation plans, cutover schedules, rollback procedures, and test/validation plans; support technical reviews, change control, and risk identification/mitigation for the assigned tasks within each package.
• Recommend optimized WAN solutions to Chief Engineer in support of current and long-range planning; collaborate with technical leads to select, recommend, and obtain approvals for tools and technologies that improve efficiency, reduce cost, and increase customer satisfaction.
• Assist in the creation and maintenance of network engineering and compliance evidence (e.g., network device configuration baselines, DISA STIG implementation notes/checklists, boundary descriptions, diagrams, and implementation status reports) to support audits and RMF/ATO activities. Identify opportunities to work with the ongoing DISA contract manager to accelerate delivery and execution of network capability starting with the INDOPACOM Area of Responsibility (AoR).
• As requested, participate in ongoing operational projects and maintenance windows; support implementation teams during turn-ups, migrations, and service transitions.
• Provide recommendations for automation and standardization of repeatable engineering tasks (e.g., configuration generation, validation checks, and documentation workflows) consistent with program approvals.
• When requested, troubleshoot complex hardware/software/network issues; document problems, root causes, and resolutions, and feed lessons learned back into package templates and standards.
• Assist with the management and maintenance of WAN capacity planning across sites and segments (bandwidth, optical/Carrier Ethernet capacity where applicable, routing headroom, power/cooling constraints, and lifecycle/EOL considerations).
• Assist and support with L0 circuit delivery/integration/activation and service migrations, including coordination with providers, validation of acceptance criteria, and updating as-built documentation.
• Provide design review inputs for engineering design review packages; update network drawings (e.g., Visio) and route maps to reflect approved designs and as-built changes.
• Support development rough-order-of-magnitude (ROM) estimates and cost models for equipment and labor to support new sites, routes, and WAN services.
Operational Support, Provider Coordination, and Documentation
• When requested by the PM and/or Chief Engineer, assist with the technical liaison between teams (government, integrators, OEMs, and/or telecommunication providers), to align design intent, circuit turn-up activities, and field execution.,
• Provide Tier 3/4 troubleshooting and root cause analysis for complex WAN/transport issues (routing instability, path asymmetry, MTU, encryption overlays, QoS, provider impairments) and recommend corrective actions.
• Support RMF/ATO activities by producing required network engineering evidence (diagrams, port/protocol/service documentation, boundary descriptions, STIG checklists/implementation notes, and as-built configurations).
• Deliver technical design reviews, implementation readiness briefings, and mission impact assessments to Chief Engineer and operational teams.
Qualifications

• Bachelors (BA/BS) and fourteen (14) to seventeen (17) years or more of related experience; master's and thirteen (13) years or more experience; PhD or JD and ten (10) years or more experience.
• 14+ years of progressive experience in WAN/transport engineering, network architecture, or telecommunications, including designing and delivering deployable implementation/job packages.
Deep expertise in:
• Optical Network (OTN) and ITU-T standards such as G.709, G.798, and G.872
• MPLS/IP, Ethernet, VPN/IPsec overlays, and enterprise/carrier WAN design patterns
• Advanced routing and traffic engineering (BGP, OSPF/ISIS), path control, and convergence considerations SDWAN and secure connectivity patterns (SASE/SSE where applicable), including segmentation and policy design, QoS design (marking, queuing and shaping), performance engineering (latency/jitter/loss), and capacity planning.
• Network security technologies, boundary protections, and Zero Trust networking principles Demonstrated ability to create field-ready engineering packages: diagrams (logical/physical), IP plans, BOMs, configuration templates, implementation steps, cutover/rollback procedures, and test/validation plans.
• Experience supporting task order/work order execution, including participating in design reviews, coordinating implementation readiness, and resolving design-to-field discrepancies.
• Excellent technical writing and communication skills, including producing clear engineering documentation and briefing technical and non-technical stakeholders.
• Demonstrated consultative skills: establish rapport, fact-find, define requirements, present options/recommend solutions, follow through, and maintain customer-focused behavior in a dynamic environment with competing priorities.
