Position Description & Qualifications

Serco-NA is seeking a military analyst to provide direct administrative and programmatic support to a Naval shipyard and execution of a major Navy program.

This individual will play a key role in coordinating across Navy, DoD, supporting the leadership team in preparing timely and accurate responses to high-visibility inquiries, reports, and taskers. The position requires exceptional organizational, analytical, and communication skills to manage sensitive information, track program priorities, and ensure the efficient execution of daily operations in a complex and dynamic environment.

This is a unique opportunity to broaden your skillset and gain experience working within the Directorate of Shipyard Submarine and Aircraft Carrier Modernization, Overhaul and Repair. You'll see firsthand how NAVSEA 04 provides continuous oversight and direction of Shipyard complex repair projects with executive authority to direct assigned program and project activities, implement corporate Project Management concepts and practices and is accountable for the quantity and quality of work accomplished by assigned project teams. The successful candidate will be seated on-site within SEA 04X1 at the Washington Navy Yard.

In this role, you will:
  • Task and Priority Management: Manage calendars, correspondence, and actionable items with precision, discretion, and attention to detail.
  • Information Management: Organize and facilitate internal and external communications on a wide array of subjects including internal and external tasks, program reviews, meetings, congressional events, invitations, speaking events and resources.
  • Document Preparation: Assist CVN Program Managers & Deputy Program Managers with developing briefs for NAVSEA 04 leadership on Shipyard CVN availability status including preparing briefings for Senior Flag officers.
  • Meeting Coordination. Schedule and coordinate meetings, including preparing agendas, taking minutes, and tracking action items to ensure effective communication and follow-up.
  • Program Execution: Executes program plans to achieve milestones and requirements for the full scope of activities associated with acquisition issues. Ensure program schedules are met within workforce and fiscal resources.
  • Program Evaluation: Leads studies, surveys, reviews, and/or research projects to evaluate program accomplishments, effectiveness, and/or compliance with meeting specific goals, objectives, rules, and regulations. Develops evaluation plans, metrics, procedures, and methodology because of studies performed.
  • Stakeholder Coordination: Serve as a central communication node between Navy headquarters, fleet organizations, and community partners to coordinate efforts.
  • Reporting & Analysis: Analyzes, reviews and evaluates processes, procedures, methods, etc. and develops recommendations, policy/instruction and innovative approaches to resolve problems, plans future strategies and monitor on-going CVN operations within the Naval Shipyards.
  • Coordination: Managing project schedules, coordinating logistics for events or workshops, and tracking progress.
  • Documentation & Data: Prepare coordinated reports, presentations and briefings in support of program actions. Analyzes requirements to develop program reporting including specifications, data gathering and analytical techniques, and evaluation methodology. Rely on experience and judgment to plan and accomplish goals. Execute work with minimal supervision by your principal. A significant degree of creativity and latitude is required.
  • Compliance: Ensure compliance of program office personnel with established program office standards.
  • Project Assistance: Provide administrative support to various projects, including maintaining project documentation, tracking progress, and assisting with project-related tasks as needed.
  • Record Keeping: Maintain accurate records and databases, ensuring data integrity and confidentiality, in compliance with company policies and government regulations.


To be successful in this role, you will:
  • Ablity to obtain a Secret clearance.
  • Reporting to work at the Navy Yard 5 days a week except for government holidays is expected, with occasional exceptions.
  • Bachelor Degree preferred with 5 years experience in a government, Military, or defense-related environment.
    • High School Diploma with 7 years' experience in a government, Military, or defense-related environment.
    • Previous experience in program coordination or administrative roles, particularly supporting navy shipyard programs.
  • Strong knowledge of Microsoft Office Suite (Word, Excel, Outlook,Planner, Sharepoint,Teams) and, sometimes, specialized project management or database software.
  • Excellent written and oral communication skills
  • Exceptional organizational skills, attention to detail, strong communication abilities, and the capacity to multitask.
  • Strong organizational, communication, and multitasking skills with the ability to prioritize tasks and work under deadlines.
  • Ability to work independently, make independent decisions, and be part of a cohesive team.
  • Ability to work and often under short, multiple deadlines.
  • Ability to contribute positively to work/team environment while continually seeking ways to enhance contribution to the team.
  • Travel up to 10%

Additional desired experience and skills:
  • Experience working in CVN community as a senior enlisted or junior officer
  • Experience as an military analyst preferably supporting an SES or flag officer within the NAVSEA front office environment.
  • Work experience in the Navy and specifically within PEO Carriers or CVN in general.
  • Knowledge of DoD policies, NAVSEASYSCOM/PEO Carriers policies and procedures.
  • 2 years of experience with Navy acquisition and CVN Programs.
  • Experience leading a project and interfacing with an end item customer.
  • Active-Duty Experience in providing specialized administrative duties related to CVNs
  • Experience in supporting Navy or DoD-related programs is a plus.
  • Familiarity with government contracting processes.
  • Knowledge of document management systems.
